Updates: New Travel Rules: Vaccination (or 5 day ROM), negative test, and Passenger Locator Form required to enter Italy
On 15 December 2021, the Ministry of Health published a new ordinance significantly changing travel requirements for all travelers entering Italy who arrive from or travelled through a List C country (including EU countries). Beginning 16 December 2021 until 31 January 2022, anyone entering Italy who was in a List C country at any time during the 14 days prior to entering Italy must:
1) Anyone over the age of 6 must posses a negative PCR COVID-19 test from within the previous 48 hours or negative antigenic test from within the previous 24 hours (Note: this applies to both vaccinated and unvaccinated travelers); and
2) Complete the passenger locator form; and
3) Possess proof of vaccination/recovery*
*Travelers who are not vaccinated/recovered can Italy enter but must self-isolate for five days upon arrival.

**Schools and childcare facilities remain open: Schools and childcare facilities remain open in the yellow zone.
A Super Green Pass will be required across Italy (regardless of regional color) from 6 December until 31 January: Persons 12 and over will need to have proof of vaccination or recovery from COVID-19 (negative test results are not accepted) to utilize the following types of facilities or events:
Note: A digital (QR Code) “green pass” may no longer be accepted to enter the above types of facilities or events. At the moment, there is not an electronic way for the QR to indicate vaccinated, recovered, or exempt.
We recommend persons 12 and over be prepared to provide proof of vaccination (such as a CDC vaccination card) or proof of recovery from COVID-19 if they wish to enter the above facilities or events.
An original green pass will be required across Italy (regardless of regional color) from 6 December until 31 January to use the following facilities:
Differences between the “super green pass” and the original green pass: There are now two types of green passes in Italy. The original “green pass,” which has been in place throughout Europe for several months, and the new “super green pass.”
What is a super green pass? Currently, you are considered to have a “super green pass” if you have proof that you meet one of the following criteria:

Vaccines valid for 9-Months: For both the Super Green Pass and the Original Green pass, vaccinations are valid from 1) nine months after the second dose or 2) nine months after a booster, whichever is later.

Current FVG Regional Status: YELLOW Update: On 26 November 2021 the Ministry of Health signed an ordinance declaring the FVG region as a “Yellow Zone”. The ordinance also updated the rules for travel from specified countries in Africa.
Effective Monday, 29 November 2021:
Effective Immediately: Entry and transit are prohibited in the national territory for those persons who within the last 14 days have stayed or transited in South Africa, Lesotho, Botswana, Zimbabwe, Malawi, Mozambique, Namibia, and Eswatini with exception for Italian citizens and military personnel provided they do not have COVID-19 symptoms. Air traffic from those specified countries is also prohibited. Those who are in Italy who resided or transited through the specified locations within the 14 days prior to the ordinance must undergo molecular tests and undergo isolation for a period of 10 days and undergo an additional test at the end of the isolation period, even if they are asymptomatic. This is effective until 15 December 2021.

Update: On 28 August the Ministry of Health passed a new ordinance updating the rules for travel from or through List D countries. A complete overview of List D countries is found on the travel guidelines page. According to the ordinance:

The Council of Ministers has published a new decree regarding situations where presentation of the COVID-19 green certification is required and specified capacity limitations for cultural performances and sporting events.
Effective 6 August 2021, COVID-19 green certifications (or CDC vaccination cards) will be required for all individuals older than 12 to participate in the following activities:
NOTE: As an alternative to the above requirement, individuals may engage in the listed activities with either documentation showing recovery from COVID-19 (valid for 6 months from issuance) or documentation showing a rapid molecular or antigen test with a negative result for COVID-19 (valid for 48 hours). Business owners and customers are both liable for violations of this rule- violations can incur fines between €400-€1000 for both operators and users.
The Council’s measures do not change the current color status of any region in Italy. All of Italy, including FVG, remains a White zone.

The governor of FVG announced that FVG will become an ORANGE Region beginning 8 March 21.
Additionally, the Governor of Veneto announced that Veneto will become an ORANGE Region beginning 8 March 21.
These designations will remain in place for at least 15 days.
Reminders Remember, movement outside of an individual's municipality is prohibited unless for proven work, in-person education, necessity, health reasons, to carry out needed activities or use needed services that are not suspended and unavailable in that municipality, or to return home.
Exceptions: In orange regions two adults may travel once a day to the private home of non-cohabitants (who can also only receive two non-cohabitating guests per day). Travel must occur between 0500 and 2200 and can only take place within your municipality of residence. Children under 14 and disabled persons needing assistance do not count toward the two-person maximum.
Additionally, in orange regions, people in municipalities with 5,000 inhabitants or less can travel, including a visit to a private home (as described above), freely within a 30km radius of their municipal borders (excluding travel to the provincial capitals).
Curfew remains in place from 2200 to 0500 each day, and travel is only permitted during curfew hours for work needs, situations of necessity, health reasons, and return home.
Restaurants will be closed for dining-in, but may offer delivery (24/7) and takeaway (until 2200). Bars can offer delivery (24/7) and takeaway (until 1800).

DoDEA Aviano Middle High School Update In-person learning at Aviano Middle High School will suspend beginning 8 March until 21 March. Monday, 8 March will be a transition day and remote (at home) learning will commence on Tuesday, 9 March. DoDEA Aviano MHS requests parents monitor email closely for school updates. Teachers will provide instructions regarding the transition to remote learning to students and families.
Students enrolled in DoDEA’s Virtual School are not impacted by this change.
Aviano Elementary School will remain open for in-person learning, as elementary schools are not impacted by the ordinance.

Current Regional Status Yellow+
National and Regional Updates On 2 Mar 21, the Italian Government published a new national decree (DPCM). The decree largely extended the color-band system that has been in place. This new decree takes effect on 6 Mar 21 and expires on 6 April 21.
Highlights from the new DPCM are below:
Movement Travel between regions, regardless of color, is prohibited until 27 March 2021. Exceptions: work needs, situations of necessity, health reasons, and return home.

Regional Travel Ban Update On 22 Feb 21, the Italian national government announced their intent to extend the travel ban between regions for another 30 days. This means that individuals will not be able to cross regional borders until after 27 Mar 21. All previous exceptions to the travel ban remain in effect: work needs, in-person education, situations of necessity, health reasons, and to return home. FVG and VENETO remain YELLOW+.
Curfew hours between 2200 and 0500 and all other yellow/orange/red region rules remain in effect until at least 5 March 21.

LEISURE & OFFICIAL TRAVEL Travel through Austria to Italy is limited due to the prevalence of the circulating COVID Variant of Concern(VOC). See the current version of the Aviano Flow Chart for information on travel requirements for travelers coming from or traveling through Austria. Travel from Brazil continues to be limited with a ban on flights arriving in Italy until 5 March.
Travelers having transited through(including connecting flights) or staying in multiple countries in the last 14 days must comply with the Italian Law and ITAF policies regarding restrictions applicable to ALL countries visited or transited through. If transiting through both List C and E countries, all applicable requirements for both List C and E apply. (As illustrated in the Travel Flow Diagram)
Travelers bound for the US who are over the age of 2 will be required to obtain a negative COVID-19 test 72 hours prior to arriving beginning 26 Jan 2021 to travel to the US per CDC policy(please note air carriers may have more strict guidance for testing ages and timelines). Vaccination status is not considered for this guidance. If travelers have had a positive viral test in the past 3 months, and have met the criteria to end isolation, they may travel instead with documentation of their positive viral test results and a letter from their healthcare provider or a public health official that states they have been cleared for travel. For assistance in determining ROM and/or testing requirements for your US destination please refer to https://www.cdc.gov/coronavirus/2019-ncov/travelers/travel-planner/index.html and be sure to contact your air carrier for airport and flight testing policies and procedures. Ski Lifts On 14 February 2021, Italy’s national government issued a new ordinance suspending the reopening of ski lifts until at least 5 March 2021. This new ordinance supersedes all regional plans to reopen ski lifts and ski resorts, which means that ski lifts in FVG and Veneto cannot reopen until at least 5 March 2021. However, people may continue to cross country ski and may also downhill ski if they walk up the ski paths themselves.

Editor's Note: (Added 02/14/21 @ 5 p.m,) Ski lifts will re-open in Veneto starting 17 Feb 21 and in FVG starting 19 Feb 21. In both cases, lifts will open at 30% of hourly capacity. Regional Travel Ban Update On the evening of 12 Feb 21, the Italian national government decided to extend the travel ban between regions through 25 February 2021. This means that individuals will not be able to cross regional borders until 26 February 2021. DoD Policy and Mask Guidance On 4 Feb 21, Secretary of Defense Lloyd J. Austin III signed a memo that, effective immediately, directs all individuals on military installations and all individuals performing official duties on behalf of the Department of Defense from any location other than the individual’s home, including outdoor shared spaces, to wear masks continuously while on military installations except in the following circumstances:
When worn, masks must cover the nose and mouth and comply with CDC guidelines, OSHA rules, and Italian law. This new mask guidance can be found in the DoD Policy tab below.

Regional Travel Ban Update The Italian Government updated its COVID-19 FAQ to clarify that the interregional travel ban extends through 15 February 2021. This means that individuals will not be able to cross regional boarders until 16 February 2021. All previous exceptions to the travel ban remain in effect: work needs, in-person education, situations of necessity, health reasons, and to return home.
Starting on 16 February, individuals in yellow regions can travel to other yellow regions. Yellow region residents will be able to drive through an orange or red region(s) to reach a yellow region. Note: this is a fluid situation subject to new guidance from the Government.

SKI UPDATE
The prefect of Trieste clarified the rules related to cross country skiing in FVG. Cross country skiing is considered a permissible sport activity.
In Orange regions, people who cannot cross country ski in their own municipality may travel to mountain resorts in a different municipality to cross country ski. Orange region residents who cannot cross country ski in their municipality may also stay in hotels within a different municipality for the purpose of doing cross country skiing. Reminder: travel for tourism remains prohibited in Orange and Red regions.

DoDEA
In alignment with regional and Italian national guidelines, Aviano High School will return to in-person learning effective Monday, February 1st.
All previously implemented COVID-19 mitigation measures, utilized prior to the school closures, will remain in place to help ensure the continued health of our students and staff. Students enrolled in DoDEA’s Virtual School are not impacted by this change.
The school’s current remote learning will continue through the end of this week, however, Thursday and Friday will be asynchronous learning days. Those days, teachers will be working in their classrooms in preparation for in-person instruction on Monday, February 1.

The New DPCM from 14 January divides Italy into 4 color coded regions Red, Orange, Yellow, and White. Currently Friuli is listed as an Orange region which will remain in effect until at least the 30th of January. Travel is limited to municipality with proven exceptions (ie: work, health, necessity) as the only basis for travel outside of your municipality. We will continue to provide regional updates to the color coding as they are released.

Inbound flights from Brazil are temporarily prohibited until 31 January as well as passengers who have been in Brazil during the previous 14 days are also prohibited from entry into Italy. New Ordinance Italian media has reported that the Minister of Health, Roberto Speranza, signed a new Ordinance providing the regional color designations for the upcoming weeks. Starting tomorrow, Sunday, 17 Jan 21, FVG will be an orange region, and Veneto will continue to be an orange region. These designations will remain in place for 14 days, starting the 17th.

New Decrees The Italian Government published two new decrees between 14 Jan 21 and today, 15 Jan 21. With these decrees the Government extended Italy’s state of emergency until 30 April 2021. They also largely extended the measures that were in place over the holidays but also introduced several new provisions. These decrees take effect on 16 Jan 21 and are discussed below.

Finally, the Health Minister is expected to issue an ordinance designating regional colors for the next two weeks. Currently, FVG is expected to be designated an orange region beginning Sunday, 17 Jan 21, and Veneto will remain an orange region. Once the ordinance is published the legal office will review it and provide a final update with our regional color designation.

New Ordinance The Minister of Health, Roberto Speranza, signed a new Ordinance on 8 Jan 21 that issued the regional color designations for the upcoming week. Beginning Monday, 11 Jan, FVG will be a yellow+ region, and Veneto will continue to be an orange region. The color designations will continue through 15 Jan. The Italian Government will issue a new decree by 16 Jan.
It is important to remember that in yellow+ you can only leave your region of residence for work, health, necessity, or to return home.
All yellow+ and orange regions are listed below. There are currently no red regions in Italy.

New Decree The text of the decree signed on 5 Jan 21 has been published and reviewed by the legal office. There are no changes to the essential information provided in yesterday’s update. However, one additional exception for “red regions” was included and is highlighted below in red font.
Exceptions: proven work needs, situations of necessity, health reasons, or to return to one's residence/domicile/home.
Within these red regions, people in municipalities with a population of 5,000 people or less may move within a 30 kilometer radius of their municipality’s borders (though, in any case, they will not be allowed to travel to the provincial capitals);
All other yellow, orange, and red rules remain the same and will continue to apply through 15 January. The rules for each color designation can be located under the Italian Decree tab.
Importantly, regardless of a regions color, the curfew from 10 p.m. to 5 a.m. remains in effect through 15 Jan. You can travel between those hours only for work, health, necessity, or to return home, and authorities can require a self-declaration.
Finally, it is important to remember that all of Italy remains red today (6 Jan).

Current FVG Regional Status Yellow
DECREE CLARIFICATION
The Italian government has clarified through their FAQ that during the orange zone days of 28-30 Dec and 4 Jan, persons living in a municipality with 5,000 inhabitants or less can move freely within 30 km from the border of their municipality, between 0500 and 2200, and that it is okay to cross a regional border if traveling within that 30 km radius. However, it is still prohibited to travel to the capital of the province (for example, Pordenone and Udine in FVG and Treviso in Veneto) on those days. Additionally, the Travel Working Group has updated the Travel Flowchart which can be found under the Travel Restrictions tab here.

NEW NATIONAL DECREE
Last night, the Council of Ministers issued a new national decree for the upcoming holiday season. Between 21 December and 6 January 2021, Italy will transition between yellow, orange, and red region rules based on date.
From 19 December to 23 December: FVG remains a yellow+ region
From 24 December through 27 December, 31 December through 3 January, and 5 through 6 January: All of Italy is red (Note: you may attend religious services)
From 28 December through 30 December, and 4 January 2021: All of Italy is orange*
*During the orange days identified above, if your municipality has less than 5000 people in it, you may travel to another municipality that is within 30 kilometers. Travel to provincial capitals is prohibited.
Additionally, between 24 December 2020 and 6 January 2021, a maximum of two people (excluding children 14 and under and persons with disabilities) may visit another person’s home in the same region. You may only visit one other residence per day, and visits must be between 0500 and 2200.

REGIONAL MEASURES IN VENETO The governor of the Veneto region signed an ordinance last night that prevents travel outside of a person’s municipality after 1400 hours each day, except for work, study, health, necessity, use of unsuspended activities not available in your municipality, as well as return home (movement reopens each day at 0500 when the national curfew ends). All travel after 1400 must be justified through a self-declaration form.
The ordinance will take effect tomorrow, 19 Dec 2020, and extend through 6 Jan 2021.
Commercial activities within municipalities may remain open, and for those who are in a hotel or other lodging facility, restrictions apply to the “municipality” in which the hotel or other lodging facility is located. You can also travel through the region to use or pick someone up from a transportation station, such as an airport or train station.
Finally, it is important to note that the ordinance specifically provides that masks should be worn at all times when outside the home, including restaurants, even when at the table, unless you are eating or drinking.”

FVG Regional Status effective 6 December 2020 Yellow
New Regional Ordinance A new regional ordinance for Friuli Venezia Giulia (FVG) was signed today, 5 December 2020. The ordinance will be in effect from tomorrow, 6 December, to 15 January 2021.
The ordinance reiterates several provisions included in the national decree published on 3 December, but also includes the following additional rules and recommendations:
PERSONAL PROTECTIVE EQUIPMENT Face coverings must always be worn (not simply carried) when outside your home.
This now means that you would need to wear a face covering anytime you are outside, even in situations where you believe you are isolated, such as walking in the woods. However, you would still not need to wear a face covering when you are alone in a private office. It is not mandatory to wear a mask if you are in the car alone or with cohabitants, BUT you must wear a mask in a car if you are with non-cohabitants.
NOTE: Remember to keep a meter distance from non-cohabitants if your face covering is lowered to eat, drink, or use tobacco.
PHYSICAL FITNESS ACTIVITIES Sports activities, physical activities (e.g., running, cycling, etc.), and outdoor walks are permitted, but it is recommended that you conduct them in open, uncrowded areas (e.g., outside of the city or town squares).
NOTE: Remember to maintain two (2) meters of physical distance from non-cohabitants when exercising or playing an individual sport and one (1) meter of physical distance during other activities.
RETAIL: Only one person per household can enter a grocery or food store.
Stores are strongly encouraged to reserve the hours of 1000 to 1200 for people over 65-years-old.
You may begin to see additional limitations on the number of customers that can enter a store.
Under the new regional ordinance only one customer can enter a store of 40 square meters or less.
Larger stores (those over 40 square meters), can have one customer for every 20 square meters.
Stores will be posting by the entrance the number of customers allowed inside at any one time.
BARS AND RESTAURANTS From 1100 until closing (1800), restaurants, bars, and similar establishments can only serve food and drinks to customers in one of the establishment’s seats. Seating can be inside or outside.
Like retail stores, restaurants will be posting the maximum number of customers allowed inside.
You cannot consume food in public places where gatherings could occur (e.g., a town square).
Italian Leisure & Official Travel Update IAW DPCM, 3 Dec 2020, new interregional and intraregional restrictions have been placed on Italian regions. Regions are color coded into 3 categories. Friuli Venezia Giulia moves to Yellow (Type 2) effective 6 Dec 2020 and Veneto remains Yellow (Type 2).
Regions may adopt measures that are stricter than those adopted nationally and this may allow regions to be pieced into smaller parts and coded according to the local medical situation.

Current FVG Regional Status Orange
New National Decree 02 December, Prime Minister Conte signed a new national decree (DPCM) to enact further measures for the control of the COVID-19 pandemic in Italy. The DPCM maintained the previous color-coded regional scheme (yellow, orange, red) along with particular rules for each color (see Italian Decree Information link below). It also included specific measures that apply nationwide for the two weeks leading up to Christmas and New Year’s.

Schools After 7 January 2021, high schools in yellow and orange regions can return to 75% capacity for in-person learning.

Caution: Strong Weekend Weather Expected Unfavorable weather is expected to continue during the weekend with a strong frontal system moving through the region. Areas of localized flooding during heavy rainfall is expected, creating hazardous road conditions. Friday A frontal system will move into the region Friday evening with large areas of moderate rainfall. Rain accumulations of 0.5” are expected. Saturday Bands of heavy precipitation will move through the region throughout the day, with the heaviest rainfall coming during the morning and evening hours. The potential also exists for some thunderstorms during Saturday evening. Rain accumulations between 1.5-2.5” are expected.
Sunday Heavy rain will continue to fall throughout the morning and into the early afternoon. Rainfall will lighten up by the evening, with light showers through the afternoon into overnight. Rain accumulations between 2.5-3.5” are expected.
Monday Rainfall will continue, and persist throughout the morning. Rain will be much lighter than the weekend with accumulations of 0.25”.

ROM for OCONUS to USA Travel The Secretary of the Air Force has waived the requirement that a Department of the Air Force military member traveling to the United States from, or through, a foreign country designated by the Center for Disease Control (CDC) as Travel Health Notice (THN) Level-3 will undergo a 14-day restriction of Movement (ROM) upon arrival at their residence or other appropriate location. Leave Restoration for leave charged during ROM
Effective November 20, 2020, HQ Air Force has waived any requirements that Air Force military members be charged leave for the duration they were required to Restriction of Movement (ROM).
Members who were charged leave for ROM after the Aug. 6, 2020, OUSD memorandum may be restored to the member. Only the ROM days are to be restored, all other days are chargeable as leave.

NEW REGIONAL ORDINANCE A new ordinance for the region went into effect today, and is in-place until midnight Dec. 3, 2020. The ordinance is intended to curb the spread of the virus. FVG remains an Orange (Type 3) region, but will have additional regional measures in place.
Yesterday, we provided an update with the measures FVG projected they would put in place through a new ordinance last night. The final version of the ordinance, published late last night, largely put in place the projected measures, with one significant difference. In the final version of the ordinance, the FVG Region decided not to close outdoor sports facilities, meaning that outdoor sports facilities can remain open, including those on base such as the track.
The provisions of the ordinance will be in effect from today, 24 November 2020, until 3 December 2020. A summary of the ordinance is provided below and the new rules are included in an updated rule sheet under the “Italian Decrees and Regional Ordinances tab below (also located at https://www.aviano.af.mil/Site-Pages/COVID-19-Coronavirus/Italian-Decree-Information/).

Finally, the ordinance states that large scale testing will be carried out in municipalities to be identified, presumably based on the severity of the virus within the municipality. Testing and monitoring will be conducted based on agreement with the municipalities concerned.

Current FVG Regional Status: Orange + Today, in a press conference, the President of FVG announced he will be publishing a new ordinance for the region, which he said would go into effect at midnight, Tuesday, 24 November 2020. The ordinance is intended to curb the spread of the virus. FVG remains an Orange (Type 3) region, but will have additional regional measures in place.
Based on the press conference, the ordinance is anticipated to contain the following rules and recommendations:
Additionally, local government officials may identify areas that have been most impacted by COVID-19 for increased screening and testing.
As noted above, the FVG President has strongly recommended we not visit the homes of others in order to curb the spread of the virus. It is also important to remember, as noted in prior posts, that the recommendation to have no more than six non-cohabitants over to your house at any one time was from a national decree in October and was replaced by a more stringent recommendation. The current decree states that it is strongly recommended that you do not have any non-cohabitants over to your home. Additionally, the longstanding rule that parties and gatherings are prohibited remains in effect and may be enforced by local authorities.
The legal office will review the final version of the FVG ordinance after it is released and provide updates through the Aviano App.

DoDEA Aviano Middle High School Status In compliance with Italian national decrees and Orange (Type 3) provisions, DoDEA Middle High School (grades 6-12) is suspending in-person learning and transitioning to remote learning effective Thursday, Nov. 19, 2020. Aviano Elementary School will remain open for in-person learning, as the decree does not impact elementary schools.
Students will stay home on Tuesday (17 Nov.) and Wednesday (18 Nov.) while teachers prepare lessons, and remote learning will commence on Thursday, 19 Nov. DoDEA asks families to monitor their email for school updates closely.

31st FW Commander Welcome Wyvern Nation and thank you for tuning in because this is important. We as a leadership team wanted to have a Town Hall because conditions have changed. It’s important that we effectively communicate to you where we are and what the implications of the changes in the decree mean. It’s important that we digest that across all avenues and give you the opportunity to ask questions.
I think something that’s important to digest is that there are a number of you who were here before in the spring, and a number of you who were not. We all bring very different perspectives when we look at what is happening and what has happened. It’s critical that we look at this phase that we’re going into and understand what it means for us right now.
We’re going to have a group of subject matter experts who are going to come up and help you understand these things.
As you listen to each one of these speakers, lean forward as much as you can and enjoy the freedoms that you can while it’s possible.
Legal There have been a few changes in the law over the last week:
If you’re feeling confused as to where we are with the law, you are not the only one. What we want to do is tell you where we are today, what rules are in place, and what you really need to execute your daily life and make sure that you’re staying within the bounds of the law.
All of the current rules are posted on the Aviano App and the Aviano website under the Italian decrees and regional ordinances tabs. What you’re going to want to look at there is all the Orange rules and all the Yellow rules. Keep doing what you were doing while we were in Yellow but add on the new requirements under the Orange zone.
Tonight, we’re going to focus on three main areas that really affect our day-to-day lives: movement, face coverings, and the marketplace.
Movement
There are three categories you need to worry about:
In each of those cases you’ll need to carry a self-certification form which is available on the Aviano App and Aviano Website. When you download the form, you will also receive a letter signed by the 31st FW commander and the ITAF base commander that you can carry with you.
A municipality can be a single community, but in some instances a municipality can be made up of several communities. To find a list of communities that are in your municipality, visit the Aviano website.
When traveling across municipalities for services/activities that are not available in your municipality, it still has to be needs-based. Some examples include:
If you assess these needs incorrectly it may lead a civil fine which can be anywhere from 280 to 400 euro, but they will not be criminal charges or penalties. Be conservative and think about what actually constitutes a need. However, if you lie on the form or make a false statement to local law enforcement, that can lead to jail time and fines of up to 2,000 euro.
Your common access card can also work as your self-certification form if you are coming to work and do not have a form printed. Carabinieri may have some on hand and can ask you to fill out the form. Dependent IDs are not accepted as a self-certification form.

As a reminder, no parties or gatherings are allowed. It is strongly recommended that non-cohabitants do not visit each other’s homes.

DoDEA A new schedule will be sent out that will be different from the normal master schedule which we work from daily. The idea of this schedule is to cut down on the amount of screen time that students are having and to limit the amount of homework. We got some feedback from the last school year and those were two of the main concerns and we are trying to make some changes.
With that being said, we really need students to stay engaged. We’ll be monitoring grades daily and weekly to make sure students are doing what they’re supposed to be doing and what is expected of them.
Students will have screen time with their teachers and also do work on their own. Be very careful to follow the directions of your teachers.
We will be sending out a survey to figure out your technology needs and if you find that you’re in need of technology we will have that available. Parents can come in and sign this equipment out.
AP classes will have more exposure to their teachers and the schedule will build in more time for those classes. DODEA will continue with College and Career Ready Standards.
The delivery method for most classes will be either through Google Classroom or through the DoDEA Schoology platform.

Travel Working Group In accordance with Italian Air Force Policy for base access under the current COVID conditions, and local agreements with the Italian Base Commander, there are new procedures that are to be implemented which can be found here.
Public Health Across Europe, Italy, and FVG we’ve been watching COVID cases rise the last few months. From a Public Health standpoint, we ask you to do your part and to be compliant with these measures so we can these cases under control.
Contact Tracing
If someone is tested and is COVID positive, medical personnel will notify the individual. Once that occurs a public health member will conduct an interview with that member. They individual will be asked who they had contact with 48 hours prior to when they were symptomatic. If an individual tests positive with no symptoms, they will be asked who they had contact with 48 hours prior to their test.
A close contact is considered to be anyone who was within six feet of the COVID positive individual for 15 minutes or more, within the above timeframe. Additionally, any direct contact such as hugs, kisses, or handshakes will consider you a close contact.
This does not mean that if you were around a COVID positive individual for less than 15 minutes you are clear or have zero chances of getting COVID, it simply means your risk is less.
If you are considered to be a close contact, you will be notified through either a public health technician or your leadership chain and will be instructed to go on ROM.
If you are on ROM as a close contact with no symptoms, other members in your household my come and go from the home as long as they were not in contact with the COVID positive individual. If you begin to develop symptoms while on ROM, the other member will need to stay home and ROM as well until the test results come back.
This is why it is important that you treat everyone as if they were COVID positive and follow all regulations.
31st Force Support Squadron Your FSS stands committed to providing you services safely and in compliance to get after your wellness and resiliency. If you live on base or have a legitimate need to be on base you can still access many of our services.
We are working on offering virtual fitness classes and hope to get that to you shortly. The Volt app is also an option for exercise options. Parks and playgrounds also remain open.
Outdoor recreation can help you come up with ideas of things to do in your municipality. The Vicini Americani group has also been working really hard to provide city guides and POCs for the local communities. We’re working with them to push out that information to you and you can find them on Facebook at https://www.facebook.com/viciniamericaniaviano/.
The golf course, tennis courts, and ITT shuttle are still open and running. The community center is working on getting after some virtual options for certain requests.
There are no changes to CDC or School Age for those who have before and after school care. We will provide some limited day camp opportunities for ages 11-13 that were affected by school. Due to capacity, we will have limited spots which you can find on https://public.militarychildcare.csd.disa.mil/mccu/ui/#/.
The library will continue their curbside services and to-go craft projects. Wyvern University will go virtual and will be more inclusive for dependents and spouses where appropriate.
The community center is offering virtual bingo and the Aviano Cribs: Dorm Holiday Edition competition is currently going on for the dorm Airmen.
For civilian personnel, if you are teleworking there is a new policy that authorizes you to telework with a child at home. If you do not have telework capabilities, we can enact a certain type of leave that gives you 80 hours of leave. Please come and talk to us to figure out what is best for you.

Q: Can you travel to another municipality for a barber if your municipality doesn’t have one?
A: Yes, but you cannot travel outside of your municipality for a barber if there is one available in your municipality.
Q: If you’re just PCSing in, can you go house hunting?
A: Yes, this is considered a need. You and your family are allowed to visit different municipalities to look for a home.
Q: Can you travel to another municipality for a pet groomer?
A: Yes, but you cannot travel outside of your municipality for a groomer if there is one available in your municipality.
Q: Is travel to a U.S. Embassy allowed for immigration-related issues?
A: Call the Embassy to determine if this appointment has to happen now or if it can be moved to a later date. Discuss any concerns with them to determine what can be done.
Q: Can people travel to the base for the Commissary, BX or post office, ect. if it requires them to leave their municipality?
A: Yes, but you cannot travel outside of your municipality for services or items if they are available in your municipality. APO boxes are only available on base and you are permitted to travel outside your municipality for it. For the BX and Commissary, only travel outside of your municipality if items are not available closer to you. Minimize movement and contact as much as possible.
Q: Can we use parks and playgrounds on/off base?
A: Yes, they are open.
Q: Does the 10 p.m. curfew also affect dorm Airmen?
A: Yes, the curfew applies to everyone both on and off base.
Q: Why did 6th – 12th grade go remote?
A: 50% of our staff teaches both middle and high school classes. The ability to separate that staff and safely teach is extremely difficult.

REGIONAL ORDINANCE REVOKED
On 14 Nov. 2020, the Governor of Friuli Venezia Giulia (FVG) revoked the ordinance signed on Nov. 12, 2020, as FVG would be under the requirements for Orange (Type 3) regions as of 15 Nov. 2020.
The national rules for Orange (Type 3) regions are now in force, which means you should apply the restrictions for Orange (Type 3) zones plus the restrictions for Yellow (Type 2) zones. However, here are a few key changes worth highlighting following revocation of the FVG decree:
To reiterate, the revocation of the regional ordinance does not change FVG regional status. FVG is an Orange (Type 3) region, effective today at 0000 for at least 15 days. Additionally, it is possible that the region could be elevated to Red (Type 4) within that timeframe.

DoDEA Aviano Middle High School Status
In compliance with Italian national decrees and Orange (Type 3) provisions, DoDEA Middle High School (grades 6-12) is suspending in-person learning and transitioning to remote learning effective Thursday, Nov. 19, 2020. Aviano Elementary School will remain open for in-person learning, as the decree does not impact elementary schools.
Students will attend school on Monday, Nov. 16, in order to collect materials and prepare for remote learning (a “C” day schedule). Students will stay home on Tuesday and Wednesday while teachers prepare lessons, and remote learning will commence on Thursday, Nov. 19. DoDEA asks families to monitor their email for school updates closely.

Last night, the Governor of Friuli Venezia Giulia (FVG) revoked the ordinance signed on Nov. 12, 2020, as FVG would be under the requirements for Orange (Type 3) regions as of 0000 hours this morning, Nov. 15, 2020.
It is no longer mandatory to limit access to commercial establishments to one person per household;
Elementary and middle schools do not have to suspend singing, gym, and wind instruments lessons.
You must always carry a face-covering with you when outside your home and private yard. But it is again permissible to take your face covering down when you are in a remote or private setting in which you can continuously guarantee isolation from non-cohabitants (for example, when walking alone in the woods or alone in a private office).
While malls and shopping centers will have to remain closed on weekends and holidays, small and individual shops may be open again all weekend and on holidays. (Note: Openings may vary based on the individual decisions of retailers).

FVG REGIONAL STATUS UPDATED: ORANGE (TYPE 3)
The Italian Health Minister has signed and published an ordinance making FVG an Orange (Type 3) region.
Effective, 0000 hours Sunday, 15 November 2020, FVG will become an Orange (Type 3) region.
The additional restrictions that apply to us as an orange region are listed below.

Please note the self-declaration rules listed below. You will now need to carry a completed self-declaration form on three occasions:
1) when traveling outside of your region,
2) when traveling outside of your municipality,
3) when traveling within your municipality between the hours of 2200 and 0500.

ADDITIONAL RULES APPLIED TO ORANGE (TYPE 3) REGIONS
In addition to all of the measures applicable to Yellow (Type 2) regions (here https://www.aviano.af.mil/Site-Pages/COVID-19-Coronavirus/Italian-Decree-Information/ ) the following measures also apply to orange regions:
Movement into and out of your region is prohibited unless you are moving for proven work needs, necessity, in-person education, or for health reasons.
Movement outside of an individual’s municipality is prohibited unless for proven work, in-person education, necessity, health reasons, or to carry out activities or use services that are not suspended and not available in that municipality.
Individuals may have non-cohabitants in their car so long as the driver is the only person in the front part of the car and there are no more than two passengers in each row of rear seats. Everyone in the car must wear a face covering.
Self-Declaration: You will need to carry a completed self-declaration form in the following situations:
You do not need to carry a self-declaration form when traveling within your own municipality during non-curfew hours. (Curfew is from 2200 hours to 0500 hours).
Service at bars, pubs, restaurants, ice cream parlors, and pastry shops is suspended.
Exception: home delivery can take place 24 hours a day. Establishments can make take-away available from 0500 - 2200. Customers cannot eat at these locations.
Note, hairdressers, beauticians, and barber shops can remain open.

Other Key Rules to Remember in an Orange (Type 3) Region:
1. Wear a multilayered face covering anytime you are not in your house or private yard, unless you are exercising, a child under six (6) years old, or have a disability that would prevent you from wearing it.
2. Do not eat in public places.
3. Exercise in parks, green spaces, or other rural and or more isolated areas not in the city or town squares, and ALWAYS maintain two (2) meters of distance between you and non-cohabitants when exercising.
4. Only one person per household can enter into a commercial facility (that person may be accompanied by minors under 14 and/or persons with disabilities).
5. No parties or gatherings.
Friuli-Venezia Guilia moves to Orange (Type 3) while Veneto remains Yellow (Type 2).

NEW REGIONAL ORDINANCE A new regional ordinance for Friuli Venezia Giulia (FVG) was signed on 12 November 2020. Based on the decision of the FVG President, and with the concurrence of Italy’s Minister of Health, the ordinance will go into effect at midnight on 14 November 2020 (i.e.: Saturday morning) and expire on 29 November 2020. Similar decrees were signed in the Veneto and Emilia Romagna regions.
The purpose of the ordinance is to improve the situation regarding the spread of the virus and not simply to avoid being labeled an “orange” or “red” zone. Accordingly, FVG remains a “yellow” region and all rules for “yellow” regions remain in effect.

- The national curfew remains in effect across Italy, which prohibits movement between the hours of 2200 and 0500. During curfew hours, you may only leave your home for proven work needs, situations of necessity, and for health reasons.

The self-certification form can be presented to law enforcement if stopped during these hours, and an Italian and English version of the self-certification form can be found here. European Leisure & Official Travel Update Travel within Italy IAW DPCM, 4 Nov 2020, new interregional and intraregional restrictions have been placed on Italian regions. Regions are color coded into 3 categories: Yellow (Type 2), Orange (Type 3), and Red (Type 4).
Friuli Venezia Guilia and Veneto regions are Yellow (Type 2). In a Yellow (Type 2) region, it is recommended not to move except for reasons of work, health, necessity and study. Curfew is 2200-0500, only movement for work, health or necessity is allowable during curfew. Self-certification form is required during curfew hours.

If traveling during situations where a Self-declaration Certificate is required for movement, personnel, including civilians and dependents, assigned to Aviano Air Base, Italy, should also carry a copy of the 31st Fighter Wing Travel memorandum. This document confirms your association with Aviano Air Base. If stopped by law enforcement officials and asked to show documentation for travel, provide necessary documentation including the Self-declaration Certification and a copy of this memorandum. The La Dolce Vita DFAC will close tomorrow, 6 November, at 1300 and will remain closed through dinner. It will reopen at 0600 for breakfast 7 November. All Airmen currently on ESM are identified as needing Missed Meal entitlements. The 31st FSS will process the names directly with 31st CPTS, no action is needed by individual members or their units. Additionally, those supporting ROM individuals may request an extra meal or extra items during the lunch meal period on 6 November to account for the DFAC being closed over the dinner period.
DoDEA MESSAGE A member of the DoDEA community has tested positive for COVID-19. In response to this positive case, Public Health officials conducted contact tracing. Their work revealed that there was minimal exposure potential due to the small number of close contacts and the length of time (8 days) that the member was last in the school facility. Accordingly, our schools remain open.
Families of individuals deemed to have been at risk of close-contact have already been contacted by public health officials. If you have not been contacted by public health officials, you have not been deemed to have been in close-contact. For further information regarding the contact tracing process, please reach out to your local command and/or public health office.
This has been a great reminder about the importance of wearing our face coverings, maintaining social distancing, and ensuring that everyone is healthy before heading to our schools. That is the best way to keep each other and our communities safe and healthy.

NEW NATIONAL DECREE AND SELF-CERTIFICATION FORM A new national decree (DPCM) was signed late on 3 November 2020. It will go into effect on 5 November 2020 and remain in effect until 3 December 2020. The DPCM puts in place rules for the whole national territory of Italy and provides stricter measures for regions and provinces designated by the Health Minister as most effected.

Symptoms: 31st MDG/Public Health recommends that any individual with flu like symptoms (listed below) stay home and not attend work to help prevent the spread of any sickness. Additionally, please ensure proper precautions are used such as physical distancing, hand washing, and proper cough etiquette. It is recommended that common surfaces/objects be sanitized twice a day with Clorox or bleach solution. Symptoms include: Fever, cough, shortness of breath, lost sense of smell or taste, chills, muscle/body aches, headache, fatigue, sore throat, diarrhea, congestion or runny nose, and nausea or vomiting.

Physical distance should be measured from mouth to mouth of the individuals concerned. 8. Children under the age of six (6) and persons with health issues preventing the wear of a mask are exempt from the requirements to wear a mask indoors or outdoors. 9. Fines for not wearing a face covering, or not wearing a face covering properly (detailed below) range from 400 to 1000 euros. 10. Face coverings must meet the following requirements:

OTHER HEALTH MEASURES: 1. Those with a respiratory infection and a fever of 37.5℃/99.5℉ must remain at their residence and contact their healthcare provider. 2. It is still forbidden for persons accompanying patients to remain in the waiting rooms of the emergency and admission departments, unless otherwise specified by the healthcare personnel in charge.
DINING AND NIGHT LIFE 1. Restaurants, bars, and other eating/drinking establishments must be closed by 1800 (and they can reopen at 0500). 2. Only four (4) non-cohabitants can sit at a table (more than 4 cohabitants, however, can sit together). Similarly, you cannot eat food or drink in public places after 1800. 3. Home delivery can take place 24 hours a day. Establishments can make take-away available until midnight, but no eating or drinking on the spot or nearby after 1800. 4. While there are no time restrictions for home delivery of food and drink, you must ensure that you adhere to the appropriate physical distance (1 meter) during the delivery process. 5. Please note, when at a restaurant, bar or other eating establishment, you do not need to wear a mask while seated at a table or when consuming food or drink at a bar, but you must wear a mask every time you get up from the table, or if at a bar, when you are done consuming food or drink.
GATHERINGS, MEETINGS & ACTIVITIES 1. Streets or squares in urban centers may be closed to the public after 2100; however, people can still access and exit open commercial establishments and private homes. 2. The use of arcades, betting rooms, bingo halls and casinos is suspended. 3. Shows open to the public in theaters, concert halls, cinemas and in other spaces, even outdoors, are suspended. 4. Retail stores (e.g., the BX) can remain open, but customers must stagger entry and people cannot remain in the store longer than required to accomplish their business. 5. Parties indoors and outdoors are prohibited, and this now includes receptions or parties following ceremonies. With regard to having visitors in your private homes, it is strongly recommended not to have non-cohabitants visit your home, except for work needs or situations of necessity and urgency. 6. Festivals and fairs of any kind as well as other similar events are prohibited. 7. It is strongly recommended that you conduct all meetings (including private meetings) remotely, unless the circumstances or nature of the meeting require meeting face-to-face. 8. Gatherings are prohibited. 9. Currently, lifts in ski areas are closed (except to professional or amateur athletes recognized by the National Olympic Committee). Individual resorts may be able to open their lifts at a later date based upon the implementation of forthcoming guidelines.
SCHOOLS 1. Italian high schools are to begin conducting 75% of their activities remotely through digital learning. This is not expected to impact DoDEA operations, and there are currently no changes to the DoDEA daily schedule based on the decree. We are engaging with local officials, and will update you if any changes are to occur.
SPORTS AND EXERCISES 1. Gyms, swimming pools, spas, and wellness centers are to be closed starting Oct. 26, 2020. 2. Outdoor exercise, jogging, and running are permitted and can be carried out at outdoor facilities, such as the track. 3. Contact sports are prohibited. Additionally, sporting events and competitions of individual and team sports are suspended.
LITURGICAL AND RELIGIOUS ACTIVITIES 1. Places of worship remain open; however, each organization must take measures to avoid gatherings and ensure that a physical distance of one (1) meter can be maintained by non-cohabitating individuals and groups. 2. Receptions or celebrations following a religious ceremony, including weddings, confirmations, and baptisms, are prohibited.

This decree extends many of the measures regarding face coverings, physical distancing, and gatherings, and the decree is effective from 26 Oct. 2020, until 24 Nov. 2020. Updates from 25 and 26 Oct. are in red.
FACE COVERING AND PHYSICAL DISTANCING 1. Across Italy, carry a face covering with you when outside your private house. 2. Across Italy, wear a face covering at all times when you are outside, except for private yards attached to private homes, unless you can guarantee continued isolation from non-cohabitants. ◾Example A: If you are walking down a street or through a park, you would need to wear a face covering because you cannot guarantee that you will remain one (1) meter from a non-cohabitant. ◾Example B: If you are hiking in the woods or a remote part of the mountains alone or with a cohabitant, then you would not need to wear a face covering because you can remain isolated from non-cohabitants. (But remember, you should still have a face covering with you and available to wear.) 3. Face coverings are required in all indoor spaces unless you can guarantee continued isolation from non-cohabitants. FLU SEASON VS COVID-19 Because some symptoms of the flu and COVID-19 are similar, it may be hard to tell the difference between them based on symptoms alone. Testing may be needed to help confirm a diagnosis. You can protect yourself from both viruses by following the precautions established since the pandemic began, which include: mask wearing, maintaining physical distancing, washing your hands often, avoiding touching your eyes/mouth/nose, and getting your flu vaccine once it becomes available.

New Italian National Decree On 18 October 2020, the Italian Prime Minister issued a national decree that will be in effect from 19 October 2020 until 13 November 2020. The decree retains the measures regarding face coverings, distancing, and gatherings put in place last week, and it implements additional measures that effect dining and nightlife, face-to-face meetings, contact sports, festivals, and provides local officials the option of implementing 2100 curfews. The decree also contains new provisions regarding high school start times and classes. The provisions regarding high school do not take effect until 21 October 2020, and may have limited application to DoDEA schools. We are working through the details with local officials and will keep you updated. Each of the updates discussed in the new decree are discussed in detail below.

It’s been awhile since we’ve had a COVID Town Hall, but with the rise of cases within Europe and Italy and the publication of the new decree, we wanted to gather the team to provide clear and concise guidance. Travel Working Group Please understand different countries will use different metrics and numbers for what drives them to implement restrictions/safety measures. It is important travelers are aware of decree updates and country-specific restrictions BEFORE traveling.
Currently, there is no wing policy restricting travel within Italy.
Force Support Squadron Unfortunately, pick up games will be discontinued, as well as intramural contact sports like flag football. Child and Youth sports will continue as planned. A&FRC, bowling, golfing will stay as they are today.
Regarding Fall Fest – we’re still evaluating on a case-by-case basis. We’re going to do what we can to continue these events while balancing it with health and safety.
Currently, if you are in ROM at the TLF you cannot go outside. If you have a pet, then you can take them out for a bathroom break. We’re staying engaged with our Italian authorities to explore alternatives.

A: For training purposes, yes. As long as all participants are able to keep physical distance. During breaks, ensure members are not congregating in one area, and to maintain mask usage and physical distancing.
Q: “Are group PT sessions considered sports?”
A: Group PT sessions are allowed, but contact sports are prohibited. The new decree only applies to contact sports.
Q: “Where can you find the specific instructions for ROM in regards to those with COVID symptoms?”

Q: “Are indoor scout meetings, which average 15 people, allowed/recommended?”
A: Gatherings are prohibited.
Q: “Can your relatives from the U.S. visit you in Italy?”
A: Family members are considered tourists, and tourism from the U.S. is prohibited. Exceptions include emergencies, work, or health-related issues. Please direct specific questions regarding travel to your chain of command and the legal office, as each situation is different and has to be evaluated on a case-by-case basis.
Q: “Are people who’ve tested positive for COVID exempt from having to wear a mask?”
A: If you have previously tested positive for COVID-19, that does not alleviate the need to wear a face covering.
Q: “When can you return to work after testing positive?”
A: In Italy, you must test negative at least once, but in most cases twice, before returning to work.

Q: “If you go to someone’s house should you keep your mask on or is it alright to take it off if you’re at least a meter away from them?”

Italian National Decree Update Yesterday, 13 October 2020, the Italian national government announced several new policies and regulations regarding measures to protect against the spread of Covid-19 that is in effect starting today, 14 October 2020. As discussed in detail below, the decree extended the requirements regarding the wear of face coverings and placed a new emphasis on ensuring that individuals six and above wear a mask at all times indoors and outdoors, unless you are able to guarantee continued isolation from non-cohabitants. The decree also extended the ban on gatherings, international travel restrictions, and the obligation to ensure the appropriate physical distance. Additionally, the decree provided new regulations pertaining to restaurants and bars, sports, as well as ceremonies and other celebrations. Each of these updates are discussed in detail below.

Yesterday, 7 October 2020, the Italian national government put several new policies and regulations in place regarding measures to protect against the spread of COVID-19. First, the Government issued a new decree, which extends the current measures until 15 October 2020. The decree also added several new requirements regarding the wear of face coverings, which are detailed in the update below. .
Additionally, the government extended the national state of emergency until 31 January 2021, which principally means that the Prime Minister will be able to continue issuing decrees to ensure national safety and prevent the spread of COVID-19.
Finally, in conjunction with the decree, the Health Minister also just published a new ordinance effective from 8-15 October 2020. It adds Belgium, the Czech Republic, Holland, the United Kingdom, and all of France to the list of countries requiring a test within 72 hours of departure or 48 hours of arrival in Italy, and it maintains Spain on that list as well. Croatia, Greece and Malta have been removed from the list. FVG issued a new regional ordinance on 30 September 2020. The new ordinance extends the safety measures that were previously in place. Additionally, the ordinance now limits the capacity for non-professional sporting events, cinemas, and other entertainment venues, and mandates the wear of masks for the duration of these events, including when entering or exiting the venue. The specific capacity limitations and rules for spectators are included in the summary below.
The new FVG ordinance will be in effect from 1 October until 15 October 2020.

Update & Reminder – Italian Law Travel Guidelines
On 22 September 2020, a new ordinance from the Italian Ministry of Health took effect. The new ordinance applies the testing requirements for travel from Croatia, Greece, Malta, and Spain to certain regions of France. Specifically, the testing requirements now apply to travel from the following regions of France:
- Auvergne-Rhône-Alpes, Corsica,
- Hauts-de-France, Île-de-France,
- New Aquitaine,
- Occitania,
- Provence- Alpes-Côte d'Azur.
The specific guidelines for testing are located under the heading “Italian Law Travel Guidelines” on the Aviano webpage, located at https://www.aviano.af.mil/Site-Pages/COVID-19-Coronavirus/Italian-Travel-Restrictions/ . It is also important to note that France is a EUCOM “RED” country. Travel from any region of France will require members to undergo a 14-day ROM upon return to Italy as well as a COVID-19 test if you are traveling from one of the French regions listed above.
Additionally, the Health Minister’s ordinance removed the requirement of a 14-day ROM for travel from Bulgaria, placing it in the same category as other EU countries (with the exception of Romania, which still requires a 14 day ROM upon return to Italy).
The Health Minister’s ordinance is valid through 7 October 2020.
IMPORTANT NOTE: You may not elect to use a 14-day ROM as an alternative to a negative test. Additionally a member may not choose to forgo testing; it is a requirement for freedom of movement within Italy.
COVID-19 testing for members who are on leave or pass may be performed at the 31st MDG and will take, on average, 3-5 business days for results to be returned. (On-base testing was available only to those members with previously approved, non-refundable travel plans through 15 September due to limited testing supplies.) If the airports, border checkpoints, or Italian public health agency provides testing, active duty, dependents, and civilians will utilize those options as a primary means of testing for leisure travel/leave unless you were exposed to the virus or have symptoms. The MDG and Wing Travel Working Group is identifying local testing options available for Wyverns at personal expense. Operational, deployment, TDY, PCS, or illness related testing is unaffected by this policy.
Example: A member travels to Croatia for the weekend and returns on Sunday. They would be required to report for testing on Monday or Tuesday. Results from that test potentially would take until the following week to remove that member from ROM.
To reiterate, members must remain on ROM until they are notified by a provider that they have a negative test result.

ITALIAN NATIONAL DECREE
A new national decree (DPCM) was published on 7 September 2020, which is in effect from 8 September 2020, until 7 October 2020. The new DPCM extends the safety measures and travel controls that have been in effect. Additionally, it also expanded the capacity on public transportation, such as buses and railway, to 80%. Furthermore, the new decree adds a reason permitting travel to Italy for couples; a person may now enter Italy to reach the home of an EU, Schengen, or UK national or resident of Italy if the two persons have a “proven stable affective relationship,” even if not cohabiting.

DODEA Update
The DoD has granted limited special authority allowing families whose PCS has been delayed due to COVID-19 to enroll children in the virtual school for semester one. Please follow the instructions below if this applies to you.
1. Family contacts the regional point of contact in Europe at EuropeRegistration@dodea.edu who will provide parents/sponsor the proper information necessary for online registration.
2. With the information provided from the region, complete the DoDEA Online Registration for Students (DORS) at https://www.dodea.edu/DORS/ which includes uploading orders.
3. The school registrar will complete registration in the assigned DoDEA school and process enrollment in the Virtual School.
4. Once staff and classes are assigned (this could take 1-2 weeks), the teacher will reach out for student orientation.
5. When family arrives in country, they should notify the local DoDEA school to confirm arrival and participation in the virtual school.

ITALIAN REGIONAL ORDINANCE: Friuli Venezia Giulia (FVG) published two new regional ordinances last night, which both took effect today, 1 September 2020, and extended the rules that were already in effect regarding transportation and safety protocols. The ordinance on public transportation will remain in effect until 7 September 2019, and the second ordinance regarding safety measures, such as distancing and appropriate face coverings, will remain in effect until 30 September 2020. Additionally, the ordinance regarding safety measures incorporated the provisions from the Health Ministers Ordinances, which were issued on 12 and 16 August 2020, concerning COVID tests for those returning to Italy from Croatia, Malta, Greece and Spain; the suspension of outdoor or indoor dance activities; and the required wear of face coverings in outdoor spaces where gatherings could occur from 1800 to 0600.

IMPORTANT NOTE: you may not elect to use a 14-day ROM as an alternative to a negative test. On 16 August 2020, the Italian Minister of Health, Roberto Speranza, issued a new ordinance that took effect on 17 August 2020.
The ordinance provides two essential provisions:

Face covering reminder Masks may be disposable or washable and may be self-made. The masks should be made of multilayer materials providing an appropriate barrier, but they should also be comfortable and guarantee breathability. The shape of a mask should still ensure proper coverage from the chin all the way to above the nose. Single layer gaiters should be folded over to create two layers, covering your nose and mouth.

The new decree essentially extended the safety measures that have been in effect to prevent the spread of COVID-19. -NOTE: Outside of FVG non-professional sporting events may not be open to spectators until 1 September 2020 and be limited to 200 spectators if indoors and 1,000 spectators if outdoors.
-For example, if two teams of three persons are playing soccer, one non-cohabitant may engage another to steal or block the ball, but then must move to a two meter distance once the play is complete.
-The two meter physical distance must be maintained during periods of rest or intermissions.

DoDEA and the 31st Fighter Wing continue to work hard and ensure all official health and safety guidelines are followed while providing the best education avenues possible. While the Italian national school system is scheduled to start on September 14, 2020 or after, DoDEA schools at Aviano Air Base will be able to begin school as planned on August 24, 2020. Aviano Air Base schools are implementing the prescribed Italian and DoD health and safety measures to prevent the spread of COVID-19 in schools, including the appropriate wear of face coverings and interpersonal distance. The Back 2 School Town Hall is scheduled for Tuesday, August 18 on the Aviano AB Facebook page and DoDEA will outline the procedures students, parents, and faculty will take to resume instruction, in-class and virtually.
Prime Minister Conte did not issue a presidential decree on 31 July as anticipated. Instead, the presidential decree issued on 14 July 2020 (i.e., the current rules) were extended for up to10 days. In short, this means that the national rules that were in force remain in force for up to another 10 days, starting on 30 July; however, a new presidential decree may be issued as early as this week.
Additionally, on 1 August, the Minister of Health, Roberto Speranza, issued an ordinance extending the requirement for those six years old and older to wear a face covering in indoor spaces accessible to the public, including public transportation, and in any case indoors or outdoors in which it is not possible to maintain a one meter physical distance with a non-cohabitant. The Health Minister’s ordinance will remain in place until 15 August or until the Prime Minister issues his new decree, whichever comes first. Friuli Venezia Giulia (FVG) did issue a new regional ordinance on the evening of 31 July, before the prior ordinance expired. While there were no major changes to the rules, as it largely extended the measures already in place, the ordinance did add some new provisions, such as one explaining how to appropriately measure the one meter physical distance (from mouth to mouth) and another allowing spectators to attend sporting events. The current rules most relevant to the base population, incorporating the Health Minister’s and FVG’s ordinances, are included below.
There is generally no numerical limit on the number of people allowed for liturgical and religious celebrations which are held in closed spaces, but participants must be able to maintain one meter of physical distance between non-cohabitants at all times.
Gatherings remain prohibited.
There are no restrictions within Italy including for recreational and tourist travel. Self-certification may be required in regions outside of the Fruili-Venezia Giulia (FVG) region.

Military Members:
The 31st Fighter Wing Commander has delegated authority to approve leave and passes outside the local area to Squadron Commanders. Normal foreign travel requirements such as Foreign Clearance Guidance coordination not related to COVID-19 continues to still apply.
Steps to take prior to planning travel:
1. Determine your Unit Commander’s travel policy and “local area” definition for leave/pass use
2. Check U.S. European. Command (EUCOM)’s list of countries that do not require a COVID-19 based exception to policy for official and unofficial travel
3. Check https://reopen.europa.eu/en for additional host nation restrictions
4. Enroll in the State Department SMART Traveler Program at https://step.state.gov/step
5. Proceed with your unit’s standard travel approval process (i.e. check the Foreign Clearance Guide, route leave request, etc.)
6. Also, when requesting leave, inform your commander or supervisor if you have a fever or are experiencing symptoms consistent with COVID-19 or have had close contact with someone who has tested positive for COVID-19 within the past 14 days.
Note: If traveling to multiple countries in one trip, please research and be aware of Italian quarantine guidelines for each visiting country

New National Decree effective until 31 July The Italian National government issued a new decree last night, 14 July 2020. The new decree does not create any significant changes, but extends previous provisions to 31 July 2020. Significantly, the new decree extends the following measures:
Face Coverings: A face covering must be worn in any case, indoors or outdoors, where you cannot maintain a physical distance of 1 meter (off base) or 6 feet (on base) from a non-cohabitating person. A face covering should be available for wear when outside the home. This applies to anyone over the age of six.
Gatherings: Gatherings on public or private property are not allowed.
Fines may still be imposed for violations of quarantine
CURRENT COVID-19 PROVISIONS COVID-19 safety requirements are outlined from four different sources; (1) Department of Defense guidelines, (2) Italian national decrees, (3) FVG regional ordinance and (4) Italian Ministry of Defense guidelines. These different guidelines effect provisions on- and off-base differently.

FVG Ordienance Update:
TRAVEL SAFETY
Speed limits are dependent upon the area, in towns or residential areas where pedestrians can easily jump out in front of you, the speed limit is much lower than somewhere like the autostrada. If you’re speeding, you are putting everyone at risk, not just yourself. Many of us utilize varying types of Personal Protective Equipment every day. Unfortunately, an alarming number of us don’t use one of the most vital PPE found in our motor vehicles. The seatbelt is easy to use and most modern vehicles have reminders to ensure we put it on, but we are finding some people are not using them. We can also be a good passenger and remind everyone in the car of the importance of wearing a seatbelt.
A round sign with the black and red cars indicates a NO PASSING ZONE. A no passing zone is also known by a solid line in the middle of the road. When in these areas, don’t pass other vehicles. If you follow all of the laws of the road, you can not only improve safety for yourself but also for those around you.
Finally, 31 FW Safety Office has seen a significant increase in reports of reckless driving. This includes excessive speeding, passing in no passing zones, and driving too fast for conditions causing vehicles to lose control. All of these types of dangerous behaviors have been factors in nearly all of the 31 Fighter Wing’s fatal vehicle accidents. With the upcoming four day weekend, many of you will be going on long road trips. To avoid fatigue, remember to take frequent breaks, have a plan, and stick to it.
UPDATED COVID-19 PROVISIONS
The current Italian national decree is set to be in place until 14 July. FVG’s regional ordinance will be in effect until 31 July. Highlights from the national decree and regional ordinance are included below:
Face Coverings: The previously issued rules regarding face coverings remain in place. Principally, remember that a face covering must be worn in any case, indoors or outdoors, where you cannot maintain a physical distance of 1 meter (off base) or 6 feet (on base) from a non-cohabitating person.
Movement: There are no restrictions within Italy including for recreational and tourist travel. Self-certification may be required in regions outside of the Fruili-Venezia Giulia (FVG) region.
Gatherings: Gatherings on public or private property are not allowed. Regional presidents may permit certain events with proper safety measures and mayors may close public areas that are deemed as unable to accommodate one meter physical distancing. Private meetings may take place with one meter physical distancing.

Q: “Can I have a relative schedule leisure travel for June 30th?”
A: The current rules go through June 30, rules are enforced by airlines
Q: “Can you come from the U.S. for leisure travel and just do the 14 day quarantine?”
A: At this time, leisure travel from the U.S. to italy is not permitted. The 14 day quarantine is for other forms of travel (work, necessity, etc.)
Q: “Are gatherings okay inside theaters?”
A: Italy did not change the prohibition of gatherings. Theaters will have assigned and spaced-out seating. Ushers will seat you, only a certain amount of people allowed in a given area.

Q: “When can spouses use the gym and the parent-child area?”
A: We are unable to open the parent child area of the gym at this time in order to comply with the national decrees. We are looking into implementing outdoor aerobics classes as well as possibly opening the basketball courts.
Q: “When will the base pool open?”
A: The base pool has a flexible scheduled opening of June 30th. Information regarding the pool will be posted to the FSS facebook page.

Q: What about the DoD press release outlining the lifting of travel restrictions to certain U.S. States and Host Nations?
A: It may appear that the restrictions have already been lifted, but they’ve only passed the first phase of approval. It’s not set in stone yet. Italy wasn’t on the list, but stay tuned for more info.
Q: Can family members travel in and out of Italy?
A: Right now, the 14-day quarantine will still apply. Additionally, Italy has not yet opened its borders to and from many countries, especially those outside the EU. Things may change soon, but right now it’s not the case.

Travel Abroad: Under the national decree issued on 17 May 2020, the Italian government began permitting travel to and from the following states on 3 June 2020:
From 3-15 June 2020, travel restrictions and quarantine procedures are still in place for travel to and from States and territories other than those listed above.
Additionally, the DoD travel restrictions put in place by the Secretary of Defense’s memorandum on travel and personnel movement, dated 22 May 220, are still in effect. Leave within the local area is allowed. Please contact your chain of command on local area guidance.
Remember to bear in mind that other countries may still have travel restrictions in place for travelers from Italy.
Reopenings: FVG recreational services may reopen, to include; beaches, cinemas and theaters, festivals and fairs. These openings will follow all safety protocols including max participation and organization.
Quarantined Individuals: Quarantined individuals must remain in their residence until they are declared recovered, have been hospitalized, or the precautionary quarantine is removed by health officials.

“Wyvern Nation Is Listening” Group Discussions
The 31 FW Equal Opportunity Office, along with other trained facilitators and helping agencies, will be facilitating a series of conversation groups for anyone who would like to discuss recent events regarding unrest in America and racial injustices/disparities amongst the military. The discussions will be starting today, Tuesday, 9 June, to Thursday, 11 June, from 1700-1800 at La Bella Vista Club.
All are welcome to attend. The discussion groups will allow an avenue for those who would like to vent, listen, ask questions, or simply try to understand other’s experiences. If anyone would like to talk following the discussions or need to step away during the discussion, Chaplains, Mental Health, and Military & Family Life Counselors will be present.

Weekend Travel Advisory The State Department has issued a demonstration alert throughout various locations in Italy on COVID-19 policies and global events. Be aware of surroundings, avoid demonstrations and crowds, and monitor media for breaking events.
The Aviano High School graduation vehicle parade has moved locations from Area F and now will be at Area 1. Please see Aviano App/Aviano All tab for map. The parade will begin at approximately 6:30 p.m. Feel free to decorate your own cars and make posters to add to the celebration. Personnel movement and travel restrictions The Secretary of Defense issued new guidance on personnel movement and travel restrictions in a memo dated 22 May 2020. The memo leaves in place the travel and personnel movement restrictions put in place by the prior memo (dated 20 April 2020), but lays out the framework by which the DoD and Services can evaluate the conditions in a particular state, territory, or country and lift travel restrictions on installations as warranted by the circumstances. We are waiting for further Service guidance on implementation and will keep you updated as the situation progresses.
Therefore, the current rules remain until further notice. DoD Service Members, civilian personnel, and dependents whose travel is government funded will stop movement both internationally and domestically while the new memo is in effect. This applies to TDYs and PCSes. This stop-movement order also applies to DoD Service Members’ personal leave outside the local area. Previous exemptions and waivers still apply. Q: Can we get a rotator activated again to support PCS travel?
A: Right now there is no plan to bring back the rotator because there is enough support commercially to support PCS travel.
Q: Is there any clarification on the indefinite stop movement order for outgoing personnel?
A: The stop movement order depends on meeting certain conditions. Aviano continues to assess this and will let the community know if and when changes happen.
Q: Will sanitizer stations be provided and refilled for high traffic areas on base?
A: Yes, MSG ordered 48 sanitation stands for areas around base. After initial distribution, units will be responsible for refilling them.
Q: When we meet with our friends, are we still required to wear face coverings and maintain physical distancing?
A: It depends on how you meet your friends but if you are outside, the answer is yes. Depending on the location, there may be some exceptions. For instance, if you are eating or drinking, you can take your mask off.
Q: Can two unrelated people (not living together) travel in the same car?
A: If you are not cohabitating, you need to be distanced while in the car and be wearing a mask. Try to limit the amount of unrelated people in the car in order to keep enough physical distance between each other.
Q: Sometimes in order to get to a destination within our region, our routes go through another region. Are we allowed to travel through different regions in order to get to another location within our approved region?
A: It is recommended to take an alternative route if you can. However, if you must go a specific route, there is not a high risk of any legal consequences.
Q: After the projected June 3rd border opening, will Italy still require a 14-day quarantine for people traveling in from the US?
A: We are not able to predict what Italian authorities will do but we are standing by for any changes. Please continue to monitor the Aviano.af.mil website for updates.
Q: Will the base pool be open this summer? If so, when can we expect that to happen?
A: FSS plans to open the base pool this summer but will have to get approval from local authorities on when that will actually happen.
Q: Is the chapel opening?
A: Chapel facilities have been cleared to open again as soon as Sunday, May 31st.
Q: When will the gym be opening?
A: Fitness facilities are planning to open starting June 1st. Please continue to monitor the Aviano.af.mil website for updates.
Q: What options will there be for childcare and what is the timeline for reopening?
A: FSS intends to open childcare facilities as soon as approval from local authorities comes down but there is no solid date in place. Please continue to monitor the Aviano.af.mil website for updates.
Q: When will tourist passports be processed? Will the passport office be expanding their hours?
A: Currently, the passport office is processing official passports for those PCSing within the next 90 days. The passport office plans to expand their hours of operations next week, starting June 1st. Passports are by appointment only by emailing 31fss.passports@us.af.mil.
Q: How are PT tests at Aviano AB being affected by the newest PT testing extension date?
A: Fitness testing at Aviano will not resume until Oct. 1, 2020 unless another change in guidance happens. Please continue to monitor the Aviano.af.mil website for updates.
Q: For individuals eligible for COT, will there be an extension due to recent restriction of movement?
A: FSS is engaged with this subject. Individuals are encouraged to bring up their unique situations with their chain of command and local MPF.

31st Dental Squadron Daily operations have changed significantly based on new regulatory guidance. New Dental Clinic Check-In Procedures:
Walk-in appointments are not recommended, please call ahead. For pediatric/orthodontic care, the 31 DS asks that parents only bring the child that is scheduled for treatment, if possible. Waiting room space will be limited. For any urgent or emergent concerns, please contact the dental clinic.

You must maintain a two meter physical distance from others not in your family. You can drive to a location to exercise. Babysitters are allowed to take children out for walks. Children under six do not need to wear a face covering.
Businesses: Obey face covering, glove/sanitization rules, and physical distancing. Per decree, stores will continue to close on Sundays, except Pharmacies and News Stands. Only one person from a family can go shopping unless there are proven reasons to assist people, such as single parents. Open air markets, greenhouses, children’s clothing stores, and book stores are also allowed to be open with limited occupancy. Takeout and delivery for restaurants is allowed, including on Sundays, but clients may only enter one at a time. Restaurants are still closed for dining-in.
Parks/Cemeteries: Parks and Cemeteries are open however, Mayors may close parks and cemeteries as necessary to prevent gatherings. Playgrounds are closed and no gatherings are allowed.
Yard Maintenance: Gardening, landscaping, yard maintenance, wood cutting, and cleaning or preparing beaches is allowed. Movement to waste collection centers for yard and other waste is allowed. Face Coverings: A face covering over the nose and mouth must be worn when outside the home. Wearing a face covering is not required if you are driving alone or with family and if you are alone in a private office or exercising in an isolated area where you will not come in contact with others. It is recommended to still have a face covering on your person. Children under the age of 6 are not required to wear a face covering.

Q: Are Space-A flights available for those on official orders? A: Not every Gray Tail aircraft is passenger-able but, if you are on orders, this option can be looked into. Work with your chain of command or contact the AMC Passenger Terminal.
Q: Will La Bella Vista Club resume catered events? A: When guidance and Italian law changes, FSS will look into how to provide this service.
Q: Are there any ways to get to Venice Airport through the base? A: When Italian guidance changes, FSS will offer the transportation to Venice Airport.
Q: Will CDC/AYP open? A: FSS is engaged with this and awaiting Italian law updates.
Q: Any word about the gym reopening? A: All base and FSS activities are in lockstep with the Italian law. When changes happen to current Italian law, then changes can begin to happen on base after review.
Q: Can you clarify if the self-declaration form is needed for all movement or only for movement outside of FVG? A: Per the current decree, self-declaration forms are still mandatory while traveling, in or out of the region. Exceptions: for work - can use a CAC card and out for exercise - it becomes self-evident that you are out for a necessity.
Q: Do I still have to shop at my nearest store? A: If your nearest store has what you need, yes. Movements should be out of necessity.
Q: What are the rules regarding exercise? Can I hike with all my friends/coworkers? A: Two unrelated people can exercise together, using face coverings and social distancing, for reasons of safety. No big groups of people should be exercising together.
Q: When is the clinic going to start seeing patients (in person) for routine appointments? A: If you need an in person appointment, there are appointments available. Call the clinic appointment lineat 0434-30-5000.
Q: Can the schools each please clarify what it means that there will be no new assignments after May 26th, but school is still open until June 9th? What will students be doing? A: The time after May 26th is a time that students may turn in any assignments that were assigned during Quarter 4 that may not have been previously turned in. The time can also be used to improve their grades. Please contact your individual teacher(s) if you need more specific information.

The Education Office is currently seeking a path to re-open for testing. Once approved, members will be scheduled through their Unit WAPS Managers and start testing IAW Wing Policy and Local Decree to ensure physical distancing and appropriate PPE. PCSing and deployed members will be scheduled first as AF policy requires they be tested at their losing base when possible.
The Education Office will work with GSU members to ensure that they can participate in this process as well. For more information contact the Education Office.

The Soggiorno Office is now open on Mondays and Tuesdays by appointment only. You can now submit applications for soggiono requests including renewals and duplicates.

Face Coverings Per the national decree and regional ordinances, a face covering over the nose and mouth must be worn when outside the home. This includes while you’re on base, within your home communities, and throughout Italy. While on base, a face covering is required while outside to include the track and Perimeter Road. Wearing a face covering is not required if you are driving alone or with family and if you are alone in a private office or exercising in an isolated area where you will not come in contact with others. It is recommended to still have a face covering on your person. Children under the age of 6 are not required to wear a face covering. See additional Italian Decree information on the COVID-19 page.
The use of a cloth face covering does not prevent the wearer from getting sick or eliminate the need to continue the primary mitigation efforts to stop the spread of COVID-19. The cloth face covering is not a substitute for physical distancing. The cloth face covering is to help prevent those who are asymptomatic from transmitting, more than protecting oneself from potentially contracting the virus.

Outdoor Exercise Clarifications
Example 1: You can go on a run with a friend or an individual not in your household while maintaining physical distancing and wearing face coverings. If you travel together to a location for exercise, one person must sit in the back of the vehicle to maintain physical distancing. Example 2: You can go on a hike in the woods [isolated area] with your spouse and family members. When encountering others [e.g. trail head] you must maintain physical distance and wear your face covering. Example 3: You must always wear a face covering while exercising unless you are in an isolated area where you will not come into contact with others. Example 4: You are not allowed to exercise with multiple friends.

National Decree and FVG Regional Ordinance The Minister of Regional Authority accepted the FVG ordinance. Below are the rules combining national and regional laws. Mayors cannot impose stricter rules.
Rules for May 4-17: Movements: Movements are allowed in the FVG region for work, situation of necessity, and health reasons. Movements are allowed outside the FVG region for work, situation of urgency, and health reasons. Any movements outside the home requires a face covering and one meter physical distancing. For all allowed movements, travel is allowed anywhere in FVG region. Self-certification is still required for movement outside the region. You may visit family members, but not friends.
Parks/Cemeteries: Mayors may open or close parks and cemeteries as necessary to prevent gatherings. Playgrounds are closed and no gatherings are allowed.
Shopping: Shopping is still limited but if a store is open you may shop there. Disposable gloves are mandatory in grocery stores. Only one person from a family can go shopping unless there are proven reasons to assist people, such as single parents. Open air markets, greenhouses, children’s clothing stores, and book stores are also allowed to be open. Shops, including grocery stores, are still closed Sundays.

Church services are still being reviewed but weddings, baptisms and funerals are allowed under strict rules. Anticipate on 18 May, that shopping centers, cultural sites, and group exercise outdoors may resume with physical distancing.

A letter from Michelle Howard-Brahaney, Ph.D., Superintendent, to DoDEA Europe South Parents and Students: I am writing to provide you with an update on the operating status of DoDEA schools. In direct and close coordination with our senior DoDEA leaders and military partners, the decision has been made to keep school buildings closed to students for the remainder of the 2019/2020 school year and to maintain digital teaching and learning in all DoDEA schools across the world. Teachers and administrators will continue to work diligently to maintain digital learning programs in order to ensure continuity of education for our amazing students.
We know that this decision is disappointing to our staff, students and families alike. The COVID 19 pandemic continues to affect every community. While some host nations or states are making decisions to slowly open up aspects of their economies, given the relatively short amount of time remaining in the current school year, DoDEA and military leadership in most of our districts agree that this was the prudent decision for our schools.
These have been truly unprecedented times. The extraordinary effort of our students, parents, teachers, and community leaders working together to make it happen has been inspirational. Information regarding school close-out procedures will be published shortly, so please be on the lookout for upcoming communications. Q. What are the rules surrounding take away food? Can we order and pick up take away from a restaurant outside of our town? A. As restaurants are able, they will be offering take-out food. You should order and pick up food from restaurants in your town or as close as possible. After May 3, more options will be opening since the decree has not yet fully gone into effect.
Q. If we can stay in Friuli, does that mean we would be able to go on hikes and things as long as we stay in the region? And would we be able to do so as couples and as families or just individuals? A. Exercise is limited to walking, running, and riding your bike as individuals. At the time of this Town Hall, two adults may not exercise together outside. Children may accompany one parent.
Q. The new decree states you can play golf and have one person per cart. Is there an exception for family members golfing together and riding in the same cart? A. At this time, the decree only allows for individual outdoor activities. More information will be available after the decree is in effect on May 4.
Q. Are travel declaration forms needed to travel after 4 May 2020? A. Officials expect a new self-declaration form to be released once the new decree is signed May 3.
Q.Is going and purchasing a vehicle deemed "essential" A. If you need a vehicle to get to and from work, buy groceries, or go to medical appointments, purchasing a vehicle would be essential. Please contact the Legal Office if you need additional clarification on necessity items.
Q. Any idea when we can visit friends? Decree says we can visit family. How does this translate to our US Air Force 'Family'?
