ITALIAN DECREE UPDATE

On 13 March 2021, the Italian Minister of Health published an ordinance stating that the regions of FVG and Veneto will become RED REGIONS beginning Monday, 15 March 2021. This ordinance will remain in place for at least 15 days. Additionally, the national government has passed a law decree providing specific measures for the period of 15 March through 6 April 2021 and instituting red rules across the national territory for 3, 4, and 5 April.

Essential red region rules and highlights from the new law decree are discussed in turn below.

 

RULES AND REMINDERS FOR THE RED REGION:

Please note, starting 15 March 2021, you should carry a self-certification form with you whenever you leave your residence (e.g., apartment, condo, house). This means you will now need to be ready to justify your movement via self-declaration: 1) when traveling outside of your region, 2) when traveling outside of your municipality, and 3) when traveling outside your home/private yard (during curfew and non-curfew hours).

If you are traveling to the base for work, you can also use your CAC card to demonstrate you work on the base and are traveling for work related reasons.

A complete summary of Red Region rules can be found on the Decree tab below. All of the measures applicable to Yellow and Orange regions continue to apply in red regions. In addition, the following restrictions will be in effect:

 

MOVEMENT:

Movement outside of your private home and yard is prohibited except for work, in-person education, health reasons, necessity (for example, to purchase necessary goods/services, pickup USPS mail), or return home.

If driving for a permitted reason, individuals may have non-cohabitants in their car, but the driver can be the only person in the front part of the vehicle and no more than two passengers can be in each row of rear seats. Everyone in the car must wear a face covering when there are non-cohabitants in the car.

 

Exceptions

Travel to private dwellings other than one's own dwelling is not allowed, except for work, necessity or health reasons.

Shopping for needed items is always a justification for movement. Additionally, you may go to an adjacent municipality to buy a basic necessity simply if a store provides significant economic advantage (e.g., you will save tens of dollars). 

 

Examples

Example A: My municipality does not have an automobile repair shop and I need to get my brakes fixed.  Can I travel to the nearest automobile repair shop?  Yes, required automobile repairs would be a necessity that could justify movement beyond your municipality.

Example B:  I would really like a candy bar can I run to the corner store to get one?  If you do not have a particular health need for the candy bar, then no; that would not qualify as a need that would justify movement within the municipality.

 

Curfew/Face Coverings/Distance

Curfew remains from 10:00 p.m. and 5:00 a.m. every day. Between these hours, you may only leave your home for proven work needs, situations of necessity, or for health reasons. No change to rules for face coverings or distance (see yellow region rules).

 

DINING & NIGHTLIFE

- Table service prohibited.

- Restaurants may offer delivery (24/7) and takeaway (until 2200).

- Bars can offer delivery (24/7) and takeaway (until 1800).

 

SHOPPING & SERVICES

All retail stores (small and large), shopping centers, and markets will be closed,

Exception - Stores that sell food and basic necessities can remain open.  This includes newsstands, tobacconists, pharmacies and para-pharmacies.

Personal services (e.g.: barber, hairdresser) are suspended.

Exception - Dry cleaners and laundry facilities can remain open.

 

SCHOOLS + CHILDCARE

- All grade levels will utilize remote learning.

- Childcare centers are suspended.

 

SPORTS & EXERCISE

Indoor and outdoor sports facilities (including the base track and outdoor exercise equipment) will be closed.

You are allowed to exercise (e.g., run, jog, etc.) and carry out sport activities individually outdoors in the vicinity of your home.

Individuals engaged in permitted exercise activities must maintain at least a two-meter distance from other persons. You do not need to wear a face covering while exercising.

A parent or caretaker may have a child with them when exercising individually and may access parks with children.

You are also allowed to go on a walk outdoors in the vicinity of your home, but must wear a proper face covering, maintain a one meter distance from non-cohabitants, and should carry a self-declaration stating the reason for movement.

You may take your pet outside to relieve itself.

 

LITURGICAL & RELIGIOUS ACTIVITIES

Places of worship remain open; however, each organization must take measures to avoid gatherings and ensure that non-cohabitating individuals and groups can maintain a physical distance of one (1) meter.

You may travel to reach the place of worship for your faith that is nearest your home (this would also include reaching an English speaking place of worship for your faith). Additionally, places of worship can also be reached when moving for proven work needs or necessities, and which are along the route already planned. Travel can be justified by the work need or necessity.

Receptions or celebrations following a religious ceremony, including weddings, confirmations, and baptisms, are prohibited.

NEW LAW DECREE FOR 15 MARCH TO 6 APRIL

Between 15 March to 2 April and again on 6 April 2021, orange zone measures will be applied even in yellow zones;

Red zone measures will go into effect in areas where there is a cumulative weekly incidence of infections exceeding 250 cases per 100,000 inhabitants;

From 15 March to 2 April and again on 6 April 2021, if not in a red region, a max of two cohabitants (not counting children under 14 or disabled individuals) will be able to go to other private homes once per day, between 0500 and 2200, remaining in their municipality of residence. From 15 March to 2 April and again on 6 April 2021 if in a red region, visits to other private homes are prohibited.

Finally, on 3, 4 and 5 April 2021, red zone measures will be applied throughout the national territory, with the exception of the Regions or Autonomous Provinces declared to be in the white zone. On these days, in the areas affected by the restrictions, travel to other inhabited private homes will be possible only once a day, between 0500 and 2200, remaining within the same region.

ITALIAN LEISURE & OFFICIAL TRAVEL UPDATE:
As a result of the Decree-Law of 12 March 2021, the same measures as the orange zone apply to the Regions in the yellow zone in the period 15 March-6 April 2021 and on the  3, 4 and 5 April 2021, throughout the national territory, to with the exception of the Regions or Autonomous Provinces whose territories are located in the white zone, the measures established for the red zone will apply .

Region Colors (New/Updated Info in Red)

  • Orange Region

    RULES APPLIED TO ORANGE (TYPE 3) REGIONS
    Please note that although some key rules from the Yellow region rules above are reiterated here, all of the measures applicable to Yellow (Type 2) regions continue to apply in orange regions, unless a more restrictive rule is announced below:

    MOVEMENT
    Movement outside of your municipality of residence is prohibited unless for proven work, in-person education, necessity, health reasons, to carry out needed activities or use needed services that are not suspended and unavailable in your municipality or residence, or to return home.

    “Small Town” Exception

    If you live in a municipality with 5,000 inhabitants or less, then you can travel freely within a 30km radius of your municipal borders (excluding travel to the provincial capitals) between the hours of 5:00 a.m. and 10:00 p.m. In other words, you may treat this 30km radius as though it is your municipality, and this includes travel to visit to a private home as described in the Visiting Others section below. You do not need to carry a self-declaration with you when traveling within the 30km radius, but you should provide one if requested by authorities (they may provide you with a self-declaration form to complete).

    Additionally, while interregional travel is generally prohibited, if you live in a municipality with 5,000 inhabitants or less and the 30km radius from your municipal border crosses into another region, you may cross the regional border as long as you stay within the 30km radius.

    Use of Services or Activities Outside Your Municipality

    The use of unsuspended services or conduct of unsuspended activities not available in your municipality is limited to obtaining specific needs or requirements.

    Shopping for a needed item is always a justification for travel. Therefore, where your municipality does not have a store that sells a needed item or provides a needed service, then you may travel outside your municipality to the nearest location that provides that good or service.

    Additionally, you may always go to an adjacent municipality to buy a basic necessity simply if a store provides significant economic advantage (e.g., you will save tens of dollars).  A list of adjacent municipalities is located here.

    Also, remember if you fall into the “small town” exception above, you can always treat the 30km radius as your own municipality with regard to movement.

                Examples

    Example A:  I live in Municipality A, and we don't have a hardware store.  Can I travel to Municipality B to go to the hardware store?  Yes. A hardware store is an unsuspended service not available in your municipality that holds items needed to care for your home and continue daily life. Consequently, you can travel outside of your municipality to get the items you need from that store.  Just use a self-declaration form when you travel.

    Example B: Can I travel outside of my municipality to get to the base to get my mail?  Yes. Your APO mailbox and our mail service are an unsuspended service unavailable in your municipality, so you can travel to base to get your mail.

    Example C: The grocery stores in my municipality do not carry tortilla chips.  Can I travel outside of my municipality to get these chips?  No.  While food is generally an item of necessity that would justify travel, obtaining a specific brand of food or style of non-essential item would not justify movement outside of your municipality.

    Example D: My child has music lessons in a neighboring municipality, can I take my child to the lesson?  Yes. These services are not available with the child’s teacher in your municipality and are a part of childhood development and education.  One parent can travel to a neighboring municipality to take the child to the lesson.  The same would apply to attend lessons at a sports club at which the child is a member and the sport/individual lessons are currently permitted.

    Visiting Others

    Two adults may travel once a day to the private home of non-cohabitants (who can also only receive two non-cohabitating guests per day).  Travel must occur between 5:00 a.m. and 10:00 p.m (including return home) and can only take place within your municipality of residence. Children under 14 and disabled persons needing assistance do not count toward the two-person maximum.

    Curfew

    Across Italy, a national curfew is in effect which prohibits movement between 10:00 p.m. and 5:00 a.m. every day. Between these hours, you may only leave your home for proven work needs, situations of necessity, or for health reasons.

    Self-Declaration

    You only need to use a self-declaration form to demonstrate justified travel between 10:00 p.m. and 5:00 a.m. or if traveling outside your municipality or region of residence (or outside of the 30km radius for those that fit into the “small town” exception). 

    The self-declaration form can be presented to law enforcement if stopped in one of the above circumstances, and an Italian and English version of the self-declaration form can be found here .

    Note: The Italian version may be filled out in English. Complete the Italian version of the self-certification form (using the English version as a template) before traveling.  

     

    FACE COVERINGS

    No change from Yellow. See rules for Yellow regions above

     

    DISTANCING

    No change from Yellow. See rules for Yellow regions above

     

    OTHER HEALTH MEASURES

    No change from Yellow. See rules for Yellow regions above

     

    DINING & NIGHTLIFE

    Restaurants, Bars, and Similar Establishments
    Table service at bars, pubs, restaurants, ice cream parlors and pastry shops is suspended.

    Home delivery from restaurants, bars, and other eating/drinking establishments can take place 24 hours a day. 

    Restaurants can make home delivery available 24 hours a day and can make take-away available from 5:00 a.m. – 10:00 p.m., but no eating or drinking on the spot or nearby.

    Bars, pubs, and similar establishments can also make home delivery available 24 hours a day and can make take-away available from 5:00 a.m. to 6:00 p.m., but no eating or drinking on the spot or nearby.

    Restaurants in hotels and similar accommodation facilities can serve customers lodging at those facilities without time limits.

    Food and beverage outlets located in the service and refueling areas along motorways, hospitals and airports can remain open after 6:00 p.m.

    While there are no time restrictions for home delivery of food and drink, you must ensure that you adhere to the appropriate physical distance (1 meter) during the delivery process.

    As noted in the Face Covering section above, when at a restaurant, you do not need to wear a face covering while seated at a table to eat or drink, but you must wear a face covering every time you get up from the table.  Similarly, when consuming food or drink at a bar, you do not have to wear a face covering while consuming food or drink, but you must wear a face covering when you are done consuming food or drink.

    Dancing

    Activities that take place in dancehalls, discos, and similar establishments remain suspended.

     

    GATHERINGS, MEETINGS & EVENTS

    No change from Yellow. See rules for Yellow regions above

     

    SHOPPING & SERVICES

    Shopping centers, malls, and similar establishments can remain open during weekdays, but will be closed on holidays and weekends.

    Hairdressers, beauticians, and barbershops, food stores (grocery stores), pharmacies, parapharmacies, newsstands, and tobacconists can remain open on holidays and weekends.

     

    CULTURE & ENTERTAINMENT

    Museums are closed, but libraries can be accessed by reservation.

     

    SCHOOLS

    No change from Yellow. See rules for Yellow regions above

     

    SPORTS & EXERCISE
    Gyms, swimming pools, spas, and wellness centers remain closed.  (Note: New rules may be issued after 5 Mar 21).

    Contact sports are prohibited.

    Exception

     Professionals and non-professionals, who must participate in competitions and events of national importance recognized by CONI or CIP (Olympic or a national sports federation).

    Training for contact sports at clubs, schools, or other sports and training facilities is prohibited, and sporting events and competitions of individual and team sports are prohibited.

                  Exception

    It is allowed to carry out the related training sessions and activities, including training for team sports, which can take place individually, outdoors and on an individual level, always respecting the appropriate physical distance.

    Outdoor exercise, jogging, and running is permitted, and these activities can continue only outdoors at public or private sports facilities, including the base track.  You may also carry out other basic exercise activities exclusively outdoors.  In all cases these activities must be in compliance with the rules of social distancing and conducted without any gathering. 

    You may go to public and private sports centers and clubs within your own municipality or, in the absence of such structures, to neighboring Municipalities, to carry out basic sports activities exclusively outdoors, in compliance with the rules of social distancing and without any gathering.

    Maintain two meters of distance if engaging in a sport or exercise and one meter of distance for any other activity.

    Ski lifts are closed until at least 27 March 2021.  Additional rules regarding ski lifts may be issued at that time.
