SUBJECT:  Restriction of Movement (ROM) for Personnel Arriving/Returning to Aviano Air Base

1. In order to help prevent the spread of the COVID-19 Pandemic and protect our Wyvern Nation Mission, Airmen, Families, Italian partners, and local communities, I am issuing the following order in accordance with my authority as the 31st Fighter Wing Commander.
2. PERSONS SUBJECT TO ROM:  All personnel[1] arriving or returning to Aviano Air Base, or personnel assigned to Aviano Air Base and arriving or returning to Italy,[2] as part of official or non-official travel from the areas as defined on the Aviano App or webpage Travel Restrictions are directed to complete a 14-day ROM upon arrival. 
3. PROCEDURES BEFORE AND IMMEDIATELY UPON ARRIVAL: 
   1. Prior to arrival, all individuals subject to the above ROM will coordinate with their chain of command to determine a location where they will complete the ROM.  Personnel subject to the ROM, as well as those who receive an exception from this order, will complete Attachment 1(Screening Questionnaire), and provide it to the 31st Public Health Flight at USAF.Aviano.31-MDG.MBX.Public-Health-ROM@mail.mil within 24-hours of arrival.  Sponsors are responsible for helping individuals on ROM transmit this document to 31st Public Health Flight or ensure individuals on ROM have a means to do so.[3]   
   2. Individuals serving a ROM will proceed directly to the ROM location after arriving in Italy and remain there for 14 consecutive days.
4. RESTRICTIONS ON MOVEMENT: 
   1. After individuals arrive at their designated ROM location, they may not leave the location designated for their ROM, except for the following reasons:
      1. Emergency.[4] (In case of emergency, call 0434301911 on base or 112 off base).
      2. If lodged on base, to provide relief to pets, while at all times remaining within 50 meters of the designated ROM location, wearing a face covering, and strictly adhering to the appropriate physical distance.[5]
   2. If a ROM location includes a private enclosed yard accessible only to cohabitating individuals, then the private yard is considered part of the ROM location. 
   3. For individuals serving a ROM on Aviano Air Base, they are restricted to the lodging or dormitory room designated for the ROM, except for the reasons stated in paragraph 4.a. above.  Additionally, if the dormitory room contains shared areas, only one person is allowed in a shared area at any time.  When in a shared area, individuals undergoing ROM will also wear a face covering at all times, frequently sanitize their hands, and sanitize surfaces in the common space after each use. 
   4. For individuals serving a ROM off Aviano Air Base in any multi-resident facility, such as an apartment or condominium, they are restricted to the unit designated for the ROM (for example, “Apartment 131B”), except for the reasons stated in paragraph 4.a. above.
   5. If at any time prior to or after arrival in Italy, an individual needs to change their designated ROM location due to necessity, that individual must contact the 31st Public Health Flight and their commander or first sergeant to coordinate the request and obtain authority to relocate.
5. FAMILY MEMBERS AND COHABITANTS:  If a member of a cohabitating unit is placed on ROM, all members within that cohabitating unit are also directed to complete a 14-day modified ROM, in which the individuals on the modified ROM will only travel to obtain sustenance; visit a pharmacy or obtain pharmaceutical items; or to attend work, school, and medical appointments.  Alternatively, Squadron Commanders may adjust duty requirements to enable members to undergo a full ROM with his or her family or cohabitants.  If individuals are granted permission to complete a full ROM with a member of their household or cohabitating unit, they will be subject to the requirements in this order.  Commanders are responsible for ensuring applicable personnel receive this order and a copy of Attachment 1.
6. QUALITY OF LIFE PROVISIONS:  Squadron commanders are responsible for assigning a sponsor to personnel under their command subject to a ROM and ensuring those personnel and their dependents have a means of communication and adequate provisions for food and other necessities during the ROM. 
7. REQUESTS FOR EXCEPTION:  Exceptions to the above requirements may be granted on a case-by-case basis, and must be requested through the military member’s chain of command for approval by the 31 FW Commander using the memorandum at Attachment 2.
8. This order is effective immediately.  It applies to all personnel, including United States military, civilian, and contract personnel, as well as their sponsored dependents.  The provisions listed in paragraphs 2, 3, and 4 of this order may be enforced under Article 92, Uniform Code of Military Justice, for military members.  Civilians may be subject to other administrative action. While no subordinate authority may put in place measures less restrictive than those provided in this order, squadron and higher level commanders may, in accordance with applicable legal authority, enact more restrictive measures to protect the health and welfare of their units against the spread of COVID-19.  This order will remain in effect until rescinded in writing.

All inbound personnel, to include; PCS, TDY, leave, and personnel returning from deployment must submit an entry form on the 31 FW ROM Tracker Sharepoint at: https://portal.usafe.af.mil/sites/Aviano3/Lists/ROM%20Tracker/AllItems.aspx

If members are unable to complete within 72-hours of arrival, unit POCs (sponsors/First Sergeants) are responsible for completing for each traveling member.

LODGING: Aviano Air Base Restriction of Movement (ROM) Protocol

1. For the safety of our staff, lodging residents, and the community, we are restricting exposure to and from inbound Service Members (SM) & their families directed to be in ROM status. This letter establishes expectations for units, sponsors, and inbound SM & families.
2. Reservation & In-processing:
   1. It is necessary to make exceptions to the AFI policy to ensure members are taken care of when processing in and out of Aviano AB. Lodging will now make initial PCS-in reservations for 45 days versus the 30-day maximum as stated in AFT 34-135. The additional 15 days is given to allow for the required ROM upon entering Italy.
      1. Guests requesting additional days will be granted on a space available basis as extensions are considered new requirements.
      2. Guests with PCS-in status will take priority over PCS-out and TDY guests. During times of peak occupancy, it is possible that on-base lodging members may have to relocate to offbase lodging after completing their 14-day ROM. Lodging staff will give as much notice as feasible to any in-house guest who is asked to relocate.
      3. Lodging staff will routinely verify checkout dates with guests scheduled to checkout within 72 hours to assess the need for additional nights in lodging or if the occupants will require a move to another hotel.
   2. The sponsor must pick up the key for the inbound SM & family prior to their arrival on station. At no point will the inbound SM and/or their families report to the Front Desk while they are on ROM status. The sponsor must take the inbound guest(s straight to their assigned room.
   3. Ensure a means of communication is established between the sponsor and SM before leaving guests in the room. Establish specific day/times when the sponsor or delivery service will physically stop by to drop off food, supplies, and check-up on the member.
3. Enforcing ROM rules: It is the unit and sponsor's responsibility to educate their members on the ROM rules. This includes but is not limited to:
   1. Establishing and informing the member of their ROM dates to include the date of their release from ROM.
   2. Educating members on restrictions to include leaving their rooms or socializing outside of their rooms. The lodging staff will report observed violations.
4. Units and sponsors are responsible for providing basic information and supplies to SMs & families to ensure sanitary measures are practiced. This includes but is not limited to:
   1. Proper hygiene practices such as mandatory mask wear, covering mouths when coughing or sneezing, washing hands frequently, and wiping down surfaces with disinfectant before/after use.
   2. SMs must ensure that trash bags are tied up before placing them next to the entry door for a lodging team member to collect each morning.
   3. Should guests require cleaning, toilet paper or tissues for their room, they can contact the front desk and the supplies will be sent the following day.
   4. For health and safety, we ask that if guests would like their linens changed they place dirty linens in a trash bag outside of their door. Guests should notify the front desk that new linens are requested, and staff with deliver clean linens directly to the room. Guests may launder linens in their room if washer and dryer is present.
5. Sponsor check-ups:
   1. If feasible, the sponsor should reach out to the member ahead of time via electronic methods to coordinate activities (i.e. obtain grocery list or other necessary errands). If that is not possible, the sponsor should abide by the specific day/times they established with the member to stop by their lodging or dorm rooms, all the while practicing social distancing rules or as local established standards recommend. (For example, knock on the member's door, and step back at least 1 meter, when receiving verbal information from the member)
   2. If the SM or family is having any issues in their lodging room, relay the information to the lodging staff or front desk.
6. Check-out procedures:
   1. On the last day of ROM, the member must ensure that they have thoroughly emptied, cleared, and sanitized the room of all their personal belongings before departing. They must also return the key to the front desk and inform the staff of their official check out.
   2. Guests must open windows and place the provided ROM indicator (green magnet) on their door when their ROM ends or they vacate the room. This magnet will indicate to the housekeeping staff that your room is ventilated, vacant and ready to be serviced.

DORM: Aviano Air Base Restriction of Movement (ROM) Protocol

1.  For the safety of our Airmen Dorm Leader (ADL) staff, campus residents, and the local community, we are restricting exposure to/from inbound Airmen in ROM status. This letter establishes expectations for the unit, sponsor, and the inbound Airmen.
2. In-processing:
   1. Sponsors must secure a room for inbound Airmen prior to arrival on station. This includes reporting to the ADL office at least five business days prior to the new member’s arrival, providing the inbound member’s orders and DoD ID number, and obtaining a room key and linen from ADL staff.
   2. Inbound Airmen will not report to the ADL office while they are on ROM status; the sponsor must take them straight to their room.
   3. Ensure a means of communication is established between the sponsor and member before the member arrives (i.e. ask the members to unlock their phone before PCSing, purchase a mobile hot spot device, ensure their laptop has an Ethernet cable for the internet port, or establish specific day/times when the sponsor will physically contact to drop off food, supplies, and check-up on the member).
   4. Sponsors must familiarize themselves with 31 FW/CC instructions regarding ROM; reference the31 FW ROM policy and provide this information to inbound Airmen.
3. Education for inbound Airmen on hygiene and cleanliness requirements. The unit and sponsor are responsible for providing basic information and supplies to their members to ensure sanitary measures are being practiced. This includes, but is not limited to:
   1. Providing members with basic supplies to support cleaning requirements (i.e. disinfectant cleaning spray, disposable paper towels, sealable trash bags, rubber gloves).
   2. Establishing a trash collection system with the member (i.e. trash will be contained in a bag and placed outside of the door, collected by the sponsor when conducting check-ups).
4. Common area amenities:
   1. .Building 1428 includes a kitchen, patio, and laundry appliances in the common area. Behind each individual room door is the scheduled day/time slots for when members can utilize these areas to ensure physical distancing is maintained.
   2. Members must clean and sanitize the areas after each use.
5. Sponsor check-ups:
   1. If feasible, sponsors should reach out to members ahead of time via electronic methods to coordinate activities (i.e. obtain grocery list or other necessary errands). If that is not possible, sponsors should abide by the specific day/time established with the new members for when to visit the dorms. Physical distancing rules must apply (i.e. knock on the member’s door, and step back at least 2 meters to comply with both the Italian Decree and 31FW standards).
   2. Sponsors will check-up on members to ensure they are receiving food (allergies considered) and other basic supplies at least one time per day.
   3. If a member is having any issues in his/her dorm room, contact the ADL office staff at DSN 632-3676 during duty hours, or at +39 335-183-7928 during after-hours.
6. Check-out procedures:
   1. Within five days of the ROM period ending, sponsors should prepare for the members to transition to a permanent room and obtain a room and key from the ADL office.
   2. On the ROM room termination date, members must ensure that they have thoroughly emptied, cleaned, and sanitized the room before departing. They must return the key to the ADL office to inform their official termination of that room. The ADL office will conduct a termination inspection to ensure all criteria were met.\

SUBJECT: Restriction of Movement (ROM) for Personnel and Beneficiaries at Home

1. For the welfare and health of our base population and our Italian partners, the following guidance is recommended to reduce exposure to and from Airmen and beneficiaries who are under ROM status at home. ROM can refer to a quarantine or isolation established by a medical provider’s decision to restrict a symptomatic individual to their home. This letter establishes expectations for the unit and its members/families.
2. The Active Duty Member or Family Members:
   1. Placed on ROM directly by the MDG will remain confined to their home until released by a provider. They cannot leave their household for work, groceries, etc. A member placed on ROM must socially distance themselves as much as possible from other household members. They cannot have anyone enter their residence other than those that reside in their household.
   2. If a medical emergency arises, the member may call the MDG at DSN: 632-5000 or 112 after hours. For non-medical emergencies, the member may call their unit.
3. The Unit:
   1. Is responsible for ensuring that their member or family understand that they cannot leave their home until they are released by a medical provider.
   2. Must ensure that any member placed on ROM has adequate supplies of food and other necessities (i.e. prescription medication) to last until released.
   3. Must maintain non-physical communication with the member throughout the period of ROM to ensure their well-being. If that is not possible, the unit representatives should abide by specific day/times they establish with the member to stop by their home, all the while practicing social distancing rules or as local establish standards recommend. (For example, knock on the member’s door, and step back at least two meters when receiving verbal information from the member).
   4. Be familiar with the 31 FW/CC instructions regarding ROM; reference the 31 FW ROM policy and provide this information to their member.

The on base dining facility - La Dolce Vita (DFAC) - is providing free meals to any Active Duty member mandated to ROM on base. Any individual mandated to ROM on base is eligible for Commissary order deliveries; Please fill out the Commissary Delivery Form (linked below) to complete the request. Email form to wyvernROM31@gmail.com and the program coordinators will send your order to the volunteer team. A volunteer will reach out to the ROM member with any questions or issues and coordinate delivery time. The volunteer will gather all the requested items and proceed to the register.

The volunteer cannot accept cash, transfer money through a third party/app or receive banking information. The volunteer will facilitate communication between the commissary employee and the ROM member. A credit card or debit card is required. The card information will flow directly from the ROM member to the commissary employee. Upon payment approval, the order will be delivered and dropped off at the door of the ROM member.
