Wyvern Nation,
Many of you have monitored the COVID-19 trends in Italy and throughout Europe in the last few weeks and have noticed a concerning increase in cases. We have been fortunate in Italy and the FVG Region to maintain below average numbers during this period. Make no mistake, we are not immune from the threat and it continues to pose a risk to our force and loved ones. Arm in arm with our Italian partners, we have been successful this far to contain and prevent the spread of COVID-19 within our region while maintaining our readiness. We will continue to pursue policies that work to keep our Mission, Airmen, Families and Host Nation Safe. It is with this in mind I have issued a policy on Restriction of Movement. It provides guidance to protect our force and community and keep Aviano prepared and ready to face the challenges ahead. Please remember that no protective measure, including these elevated measures, will matter unless everyone is doing their part. We all must ensure we adhere to the procedures and help ensure those around you are doing the same.
Thank you for all you have done and continue to do to keep Wyvern Nation, FVG, and Italy safe. There is much work ahead but I am proud to stand with you as we forge the path ahead.

[1] “Personnel” includes all military personnel (active duty, Guard, and Reserve), Department of Defense (DoD) civilian personnel, contractors, and sponsored dependents.
[2] “Personnel assigned to Aviano Air Base” includes personnel who are directly, through their sponsor, or other third party permanently or temporarily assigned to Aviano Air Base.
[3] Individuals or sponsors may take a photo of Attachment 1(Screening Questionnaire) with their phones, ensuring all portions are legible and can be clearly read in the photo, and email the photo to public health at the address specified above.
[4] Emergency includes a serious, unexpected, and dangerous situation (for example, loss of life, limb, eyesight, or other medical emergency) requiring immediate action or an urgent need for assistance or relief.

The following BASE ACCESS procedures have been implemented In accordance with Italian Air Force Policy under the current COVID conditions, and local agreements with the Italian Base Commander.

In accordance with ITAF and 31 FW Policy:
All inbound personnel, to include; PCS, TDY, leave, and personnel returning from deployment must submit an entry form on the 31 FW ROM Tracker Sharepoint at: https://portal.usafe.af.mil/sites/Aviano3/Lists/ROM%20Tracker/AllItems.aspx
If members are unable to complete within 72-hours of arrival, unit POCs (sponsors/First Sergeants) are responsible for completing for each traveling member.

DORM: Aviano Air Base Restriction of Movement (ROM) Protocol
The on base dining facility - La Dolce Vita (DFAC) - is providing free meals to any Active Duty member mandated to ROM on base. Reach out to your sponsor or squadron representative to identify the process your squadron has in place to provide meals while members are in ROM. Each month a new menu will be posted to allow members to plan ahead for their requested meals. Download the required forms and menus here: February / March
Any individual mandated to ROM on base is eligible for Commissary order deliveries; Please fill out the Commissary Delivery Form (linked below) to complete the request. Email form to wyvernROM31@gmail.com and the program coordinators will send your order to the volunteer team. A volunteer will reach out to the ROM member with any questions or issues and coordinate delivery time. The volunteer will gather all the requested items and proceed to the register.
The volunteer cannot accept cash, transfer money through a third party/app or receive banking information. The volunteer will facilitate communication between the commissary employee and the ROM member. A credit card or debit card is required. The card information will flow directly from the ROM member to the commissary employee. Upon payment approval, the order will be delivered and dropped off at the door of the ROM member.

ROM for OCONUS to USA Travel The Secretary of the Air Force has waived the requirement that a Department of the Air Force military member traveling to the United States from, or through, a foreign country designated by the Center for Disease Control (CDC) as Travel Health Notice (THN) Level-3 will undergo a 14-day restriction of Movement (ROM) upon arrival at their residence or other appropriate location. For more details, please see the Waiver of Requirement for 14-day Restriction of Movement for Travel from a Foreign Country to the United States here.
As always, work closely with your chain of command on travel requirements.
Leave Restoration for leave charged during ROM Effective November 20, 2020, HQ Air Force has waived any requirements that Air Force military members be charged leave for the duration they were required to Restriction of Movement (ROM).
Members who were charged leave for ROM after the Aug. 6, 2020, OUSD memorandum may be restored to the member. Only the ROM days are to be restored, all other days are chargeable as leave.
