AVIANO AIR BASE, Italy--Frank, one of David Fletcher's cartoon creations, hikes through the mountains. A new cartoonist club has opened on base. The first pencil-to-paper meeting takes place at 1 p.m. Feb. 16 at the arts and craft center.
