AVIANO AIR BASE, Italy -- As Fiscal Year 2025 concluded, the 31st Comptroller and Contracting Squadrons worked diligently to ensure the 31st Fighter Wing had the resources it needed to carry out its mission and “Return With Honor.”
The end-of-year closeout, which takes place annually on September 30, marks a critical period when final funds are received and obligated. During the closeout, the financial analyst flight ensures proper allocation of funds, while the 31st CONS handles the vendor coordination, pricing and negotiations.
“Both the finance and contracting teams work together to make sure this closeout runs as smoothly as possible,” said U.S. Air Force 1st Lt. Ali Elyousfi, 31st CONS base acquisition flight officer-in-charge. “When an Airman has a purchase request, the 31st CPTS checks the budget to ensure there is enough funding for the equipment the Airman is requesting. Once the finance team gives their approval, the 31st CONS goes in and creates a contract with the outside world to purchase that equipment.”
In FY25, the wing managed a budget of $111 million. These funds were essential in maintaining and enhancing operations across Aviano Air Base.
“Our FMA team embodied the spirit of one team, one fight—working tirelessly, shoulder to shoulder with mission partners to execute a flawless closeout,” said U.S. Air Force 1st Lt. Jessica Giunca, 31st CPTS FMA flight commander. “One of our high-impact investments included $1.7 million in land mobile radios, ensuring secure, reliable communication across the wing to improve coordination and emergency response capabilities.”
Despite a high operations tempo, both squadrons remained focused and efficient, ensuring a smooth and successful closeout.
“I want to extend a special thanks to members across 31st Fighter Wing’s resource management enterprise,” said U.S. Air Force Lt. Col. Eric Hulshizer, 31st CPTS commander. “From our comptrollers to contracting officers, to budget analysts, to requirement owners and to the group and squadron resource advisors, their diligent actions ensured that every U.S. dollar was dedicated toward maximizing Aviano Air Base’s warfighting capability and readiness for our Airmen.”
